Chinese Government’s Protection On Chinese Citizens Aboard Since The Reform And Open Policy

After the reform and open policy, China increasingly enhanced exchanges and contacts with the world and rapidly enrolled into the world integration process. Thanks to the good development of China’s economy, more and more Chinese citizens go abroad. As the international situation has been changing, Chinese in the other country face with the traditional security threats. Additionally, non-traditional security threats such as terrorism, natural disasters and the spread of the diseases also lead people to bad conditions. The security situation is not optimistic for the China overseas citizens. As Chinese government in recent years has been insisted “people-oriented, governing for the people” as its governing philosophy, so protecting the overseas citizens’ security has become an important work for our government. After years of efforts, the Chinese government has achieved some results in the aspect of protecting overseas citizens’ security, and has established security protection mechanism with Chinese characteristics, which can be effective in the protection of our citizens aboard. But at the same time, there are still some deficiencies for the Chinese government in the protection of our own overseas citizens, such as facing with the shortage of consular workers and financial resources, the lack of perfect legal guarantee, and the problem of shortage of participating institutions. In 2014, the number of Chinese outbound exceeded 1 million, which made higher requirements for the Chinese government on the protection of citizens abroad. In order to offer better protection, the Chinese government should strengthen the intensity of protecting overseas citizens,improve the relevant legal system, and make more and more organizations participate in it to provide better quality services for overseas citizens.In the first chapter, I simply introduced the concept of Chinese citizens and Chinese citizens overseas, the sources of risks for the overseas citizens, and the protection means of Chinese government in the protecting of citizens aboard. The second chapter I briefly combed the clues of security protection measures of Chinese government since China’s reform and opening-up and emphatically introduced the mechanism construction of Chinese government on the protection of overseas citizens. In the end of this chapter I quoted two examples to prove the results of protection: in 2011 the Egyptian evacuation and in 2013 Asiana Airlines crash. The third chapter I listed some problems that Chinese government encountered in overseas citizen protection and put forward some suggestions.
