The research of civil servant’s performance assessment in our country although basically includes the fundamental contents of civil servant’s performance assessment,to some extent, also makes a comparison with civil servant’s performance assessment in western countries. However, there’re still some deficiencies in the practical studies, mainly, on one hand, the studies ignore the reality of China and only copy other countries’ assessment system and concept or design some ideal measures. On the other hand, the studies focus on the professionals in colleges, universities and scientific research institutions while government staff with practical experience are lack of attention which resulting in the insufficient operability of performance assessment of civil servants at grass-root level. In May 2013.“the opinions of the work on deepening the reform on the economic system in 2013” was approved and transmitted by the State Council. The opinion refers to the administrative system reform of the administrative departments for industry and commerce. Thus, to the administrative departments for industry and commerce, it is urgent to bring the concept of effective performance assessment to our country and effectively carry on the performance management.In this paper, the main courses of study research methods used are research and positive analysis. On the basis of former research and taking my own work(as a civil servant in the administrative department of industry and commerce in Q city) as an example, I made some research on the implementation and operation of performance management in the industrial and commercial departments at the grass-root level. The theoretical basis of this paper mainly refers to the new public management theory,performance management theory and balanced scorecard theory. Applying these theories to the paper, the experience and achievements of performance management the current government system especially the administrative management system of industry and commerce gained are summed up. This paper describes some existence problems and deviation discovered in the implementation of performance managementof industrial and commercial department at the grass-root level in Q city from the real work. On the basis of clarifying the value orientation of industrial and commercial department at the grass-root level and aiming at designing some measurable performance indicators, four measures are proposed to improve the implementation of performance management of industrial and commercial department at the grass-root level in Q city. First, perfect the performance management system of industrial and commercial department at the grass-root level by regarding the performance plan as the guide. Second. carry out the implementation of the grass-root level. Third standardize the performance assessment and pluralistic implement the performance assessment of industrial and commercial department at the grass-root level. Fourth smooth the performance feedback in order to improve the performance level of industrial and commercial department at the grass-root level.The research in this paper has practical significance and the measures in implementing the performance management of industrial and commercial department at the grass-root level are also practical. These measures can be used to improve the overall qualities of civil servants in the industrial and commercial department at the grass-root level, create a motivating atmosphere and provide a reference to the reform of the industrial and commercial administrative function.
