| The performance appraisal of government departments is an effective way of public supervision,which can improve the administrative efficiency of government departments and create a clean,efficient and harmonious working atmosphere up to a point.As the basic law enforcement unit of the government,the performance assessment system for the urban management has not been established from top to bottom,and various performance standards,appraisal methods and evaluation systems emerge endlessly.The urban management department is basically a service department set up by the government.It takes serving the people as its purpose and performs its duties centered on serving the people.In this paper,the writer choose S County City Administration department as the research object,through the domestic and foreign relevant theories on the performance assessment of government departments,using qualitative and quantitative methods,to research the problems of current S County urban management department performance assessment system,on this basis to design a performance assessment indicator system for the county urban management department.At first,this paper is based on the collection and review of the internal related data of S County City Administration department,and then describes the basic situation of S County City Administration department,there are two aspects of performance assessment which the S County City Administration department faces,the county government and the municipal administrative department.Then,the interview method and questionnaire survey method are used on the personnel involved in performance assessment.The research of current comprehensive performance assessment of S County City Administration department are based on the analysis of the current situation and interview results.According to the obtained data,through the use of balanced scoring theory and governance theory for auxiliary analysis,get the main types of problems: The performance assessment system is not perfect,the assessment index and weight setting are not scientific,the assessment subject is subjective,and the assessment result is not enough to inspire.According to the existing problems,The following measures can be taken:clear the assessment objectives,improve the assessment system,strengthen the support of digital technology,build diversified assessment subjects,and establish a multi-governance supervision system for urban governance,and focuses on establishing a set of urban management performance assessment index system based on balanced scoring.Bying the questionnaire of middle and above management personnel to summarize the scope and weights of four dimensions: the urban management performance,the public,internal process,learning and growing,combined with analytic hierarchy process(ahp)to specific indicators of weight,thus draws the S county city management performance evaluation index system.On one hand,the results of this paper can be good guidance for S county to improve performance in the urban management performance assessment,but also hope to provide certain reference and reference for the county government to carry out other special assessment work in terms of the ideas and methods adopted in the construction of the performance assessment index system of urban management. |
