The Functions Of The Administrative Departments For Industry And Commerce At The County Level Current Situation And Countermeasure Research

With the vigorous development of economic and social, economic situation became more complex. The process of reform has made big influence on the Ad-ministration for Industry and Commerce. Administration for Industry and Commer-ce at the county level is the most fundamental part of the administration, and it has exposed some loopholes during the reform. It has to keep up with the trend of the times and meet the requirements of contemporary administrative reform. Me-anwhile, the AIC at the county level actual-ly did not play its due role in establishing and maintaining market order and it has always been a great challenge and suspicion. In the present situation of society, a urgent task put in front of the AIC is how to carry out the research from the perspective of government administrative reform, how to make the sustainable development of it and how to powerful tips and how to determine its development direction.Under the precondition of this development, the study focuses on the problem-s existing in the transformation process of AIC at the county level. We take JiangDu county AIC as an example. This paper expounds the present situation of the functional change of the administrative authority for industry and commerce at the county level, analyzes the encountered problems in the process of transformation and change of its function of unfavorable factors. In order to better carry out the work, we aimed at these problems and restricting factors reasonable measures and put forward some reasonable countermeasures.There are five chapters in this article. The first chapter is the introduction, it mainly introduces selected topic background and significance, research status, research direction and contents, research methods of the article. Then lists the relevant academic articles and summarizes the article.The second chapter introduces some basic theory content about the AIC at the county level. This part briefly describes function transformation of the AIC. Us-ing some theoretical knowledge about the functions of the government and the market order. Meanwhile, this chapter analyzes the strengths and weaknesses of the AIC.The third chapter sums up the problems existing in the reform of the AIC at the county level.This chapter takes JiangDu county Market Supervision Administration as an example and analysis the present situation of the functional change of AIC at the county level in our country. This chapter analyzes some problems such as the orientation errors and absence of management of the AIC at the county level. The third chapter dissects the root of restricting the function transformation of AIC.The fourth chapter lists some suggestions on how to deal with function trans-formation of the AIC at the county level. This chapter clearly puts forward the spiritual foundation of the AIC at the county level during the reform. The suggestions include expanding cooperation areas, clearing level, coordinating the work, enhancing work efficiency and effectiveness and improving the professional skill of the cadres.The fifth chapter is the conclusion part. It makes a summary to the full text of this chapter, in the meantime, discusses the problems and expectations of the study.
