On Project Operation And Management Of Folk Public Welfare Social Organizations

Since the reform and opening up in the last century, the economy in China has gained considerable progress, the social life and cultural concept have changed a lot, and the regulation-type government has been gradually transforming to service-type government. All these changes create conditions for the development of folk public welfare social organizations, so that they enjoy a rapid development and play an important role in social management innovation, they also make up for the lost government functions, satisfy the social development demands and stimulate the public participation in social management. It has become a major social force that can not be neglected. However, no matter compared with foreign public welfare organizations, or domestic official and large public welfare social organizations, the folk public welfare social organizations still have poor strength. How to promote their development is a problem needing our attention.The operation of folk public welfare social organizations in China nowadays is carried out through the form of projects, and projects are the core of folk public welfare social organizations. Therefore, this paper selects the project operation of folk public welfare social groups as the perspective of study, taking five modules of project management namely project scope management, project time management, project quality management, project cost management as the framework of analysis.This article chooses the project operation as the target, studying the project management of folk public welfare social organizations by means of case study, gaining information about the development status of project operation and management of folk public welfare social organizations as well as the deficiencies, and trying to put forward countermeasures to the improvement of project operation and management of folk public welfare social organizations so as to enhance core competitiveness, promote the sustainable development of those organizations and offer beneficial references.The project operation and management of Chinese folk public welfare social organizations are elaborated from six aspects in this paper. As an introduction, the first part principally presents this paper’s research background and significance, definitions of relative concepts and survey methods. Taking Z project of G Association, Guilin City as the case, the second part introduces Z project’s operation process and analyzes its management according to the five modules in project management. In the third part, the problems emerging in the project management are analyzed, including ambiguous boundaries of work range in the project, impropriate time management, single quality evaluation index, rough cost plan and low human resource management, etc. In the fourth part, the reasons for these problems existing in management are explored, mainly including the lack of communication among the staffs, low ability of management, poor emphasis cm project evaluation, little attention to cost management, insufficiency of supervision for the project information, and lack of professional management personnel, etc. In the fifth part, aiming at the above case study, the author proposes suggestions for the improvement of folk public welfare social organizations’ project management from six aspects, i.e. reinforcing the project communications, perfecting the management system, emphasizing the evaluation and learning project evaluation methods, improving the cost plan, enhancing supervision for the information, and organizing project management teams in high efficiency.This article indicates that the realization of project operation and management of folk public welfare social organizations is a long way to go. It requires the government to create a broad environment that is beneficial to the development of public welfare social organizations apart from the fact that these organizations are lack of construction capability. Folk public welfare social organizations strengthen organization capability construction according to their own characteristics, which benefits the operation and management of these organizations so as to improve competitiveness and adapt to new changes in environment. This article is based on case study and aimed at develop in-depth discussion. But due to the limitation of individual cases, the applicability of conclusion is also confined. Nevertheless, it contributes to more comparative researches in the future with an aim to drive the development of the operation as well as management of folk public welfare social organizations.
