Since 2013, China’s Beijing, Kunming, Urumqi and other places more than violence terror cases show that we are faced with the risk increasing terrorist threats. Facts have proven that the terrorist threat from overseas and domestic two aspects:the overseas mainly incitement, penetration,command and planning; Mainly in response, series, organization and implementation. "East Turkistan" terrorist organization depend on its members to the series of migration, the spread of religious extremism, penetration and terrorist funds raised together as a battlefield, the transfer will be aimed at terrorism means to achieve its political views. Violent terrorism has become one of the greatest threat to our country, and the national terrorism threat worldwide have been moderately high. Especially in Beijing "10.28" and Kunming"3.01" violent terrorist attacks marked the anti-terrorism entered a new stage in our country. The mainland faces the threat of terrorism is more realistic and direct. Faced with such serious situation, our government functional departments try our best and may not be able to prevent terrorist attacks, even after the international communities take all kinds of measures including diplomatic, military, information ways and so on, terrorist organization still has its breeding of soil and the development of space. How to effectively eliminate the fundamental threat of terrorism? This is not only the international community attaches great importance to the problem, many scholars focus on the research topic. The author believes that the current growing needs our attention to the fight against terrorism situation at home and abroad of terrorist financing activities, and further research actual criminal terrorist financing risk and countermeasures, from the economic level in China is stepping up terrorism is a top priority. Because of the survival and development of Chinese terrorism can’t depart from the support of capital, and forms a symbiotic relationship with international terrorist forces. If make funds unavailable for terrorists, will force the whole action ability, by further limit the target of terrorist attacks and results. We combat terrorist financing is to root out the purpose of economic foundation to the survival of a terrorist organization, prevent terrorist organization to develop and form a larger power, which constitute a fundamental threat to society. This paper tries to analysis the present situation of the international terrorist financing crime and terrorist financing criminal violations and countermeasure in China, put forward to perfect our anti-terrorism financing to regulate, effectively cutting off terrorism financing source, from an economic point of killing terrorism.Full text is divided into five parts:Introduction; The first chapter the basic theory of the crime of terrorist financing are summarized, then elaborated the concept, characteristics and terrorist financing crime generated; The second chapter analyzes on the present situation of the international terrorist financing crime, mainly analyzes the main form of international terrorist financing crime, terrorist financing and the international community to prevent the common ways to combat terrorist financing crime basic demand and common measures; The third chapter of terrorist financing of crime of our country, evaluating the threat of terrorism in our country and terrorist financing risk status, analyzes the main characteristics of crime, terrorist financing mainly demonstrates the effectiveness of the counter-terrorism financing mechanism; The fourth chapter puts forward some countermeasures to combat terrorist financing in our country criminal law, including set up in line with international standards of counter-terrorism financing laws and regulations system, build national counter-terrorism financing law enforcement mechanism and strengthening international cooperation in counter-terrorism financing mechanism, etc.
