| Deliberative democracy is kind of democratic theory started from western politic circle in the 1990s. However, it also can be tracked in the early process of Chinese political and democratic development and had been under its preliminary practice. Since open policy, different social interest groups requested their political status to be guaranteed and people have much more desire in attending public affairs along with the rapid economic development, complicated and diversified economic interests and social construction, and the rising economic status of interest groups. In 2006, it is pointed out in <Comment of strengthening CPPC’s work> that electoral democracy and deliberative democracy are two important forms of Chinese socialist democracy. Now, traditional democratic form cannot meet people’s needs of daily-rising interest expression and deliberative democracy is the objective choice for Chinese socialist democracy development. Moreover, the 18th Party Congress Report stated Socialist deliberative democracy is an important form of Chinese people democratic system, and as a key composing part of socialist democracy, it catered to the social developing needs in the new stage and is an effective way to resolving social conflicts and divergences. After long-term practical implementation, it is obvious that CPPC has its big advantages in the achievement of people’s democracy. However, for the further enhance and completion of Chinese democratic system, it requests to expand the consultation to more broad areas according to practical needs and finally to push forward Chinese democratic and political construction by broadening consultation channels and fully utilizing the role of socialist deliberative democracy in the practice. This article focuses on the socialist deliberative democracy; it defines the concept, analyzes the basic composing factors, finds out the profitable conditions and discusses the specific methods to carrying out socialist deliberative democracy.Under the guide of Marxism world outlook and methodology, adhering to integrating theory with practice and applying comprehensive methods including documentary analysis, comparative research and multidisciplinary analysis, this paper first of all summarized the research status of the topic in academic circle at home and abroad. Then it clarified the objective and significance of the topic. And it stated the research method and innovative points of the paper. It can be divided into five parts as below:The first part deals with the basic theoretical framework of the mechanism to carry out the socialist deliberative democracy. Firstly, in this part the thesis defines the notion of socialist deliberative democracy on the basis of a general understanding. Secondly, relationships among institution, system and mechanism are analyzed through a systematic description of them, which lays a theoretical foundation for analyzing the mechanism to carry out the socialist deliberative democracy. Finally, the thesis gives a summary of the mechanism to carry out the socialist deliberative democracy, and analyzes five basic elements forming the socialist deliberative democracy.The second part is about the historical development of the socialist deliberative democracy. Based on the historical course of the main line, the thesis introduces the historical background and developing history of the socialist deliberative democracy, which consists of three stages-formation, early development and rapid development. Through over half a century, the socialist deliberative democracy has been expanded gradually from the dimension of politics in the beginning to more social fields, every stage of which has laid a firm foundation for promoting the implement of the socialist deliberative democracy.The third part discusses the function of the socialist deliberative democracy, in which the significance of the socialist deliberative democracy for the developing of democracy in China is analyzed from four aspects- democratic status of the people, political participation of citizens, government decisions, and forming a harmonious society. The thesis realizes the full role acted by the socialist deliberative democracy for the developing of a socialist democratic country in China.The fourth part is the basic insurance of implementation of the socialist deliberative democracy. Under the condition of socialist market economy, the social structure of our country is becoming more and more diversified. So the socialist deliberative democracy implementation which happen in the complex social background need the basic security condition. From the organization guarantee, the system guarantee, the ideological guarantee and the mass security aspects, this part elaborates the basic conditions to ensure the implementation of the socialist deliberative democracy and sings high praise of the value of the socialist deliberative democracy which combines with the specific condition.The last part is the form of the socialist deliberative democracy. This part explores the specific practice way in the construction of democratic politics. In practice, the areas of the socialist deliberative democracy which has been integrated into all aspects of the construction of our country’s socialist democracy are expanding continuously. And the application of the diversified socialist deliberative democracy at different levels of political life, such as in the Chinese people’s Political Consultative Conference, in the people’s Congress, in different parties and governments, in self-governing local organizations and network, has achieved remarkable results.The eighteen Party Congress Report made important instructions on the work of socialist deliberative democracy to improve its working mechanism and vigorously promote their development. In the new historical stage of development, Chinese Communists have deepened the understanding of deliberative democracy and put forward higher requirements for development, what’s more important is having emphasized on the practice of socialist deliberative democracy in different fields. Practice has proved that the implement in socialist deliberative democracy enriched the form of realization of democracy, which really protects the rights of the people as the real masers. In addition to national socialist form of democracy beyond the political level like the CPPCC, in many parts of the country according to local conditions have created a variety of effective forms of deliberative democracy, such as hearings, Democratic Consultation, residents meetings, but also have extended to the networking. In the future development, implementation and improvement of the socialist deliberative democracy will be a long-term historical task, expand their areas of practicing still continue to explore. |
