On The Relationship Between Deliberative Democracy And Election Democracy In China

The realization of democracy needs some form of democracy.In the current political society,there is no doubt that the two most important forms of democracies are electoral democracy and deliberative democracy,which are both the important ways to give citizens rights as masters of the country.In China,the people's Congress is the carrier of electoral democracy which is the institutional arrangement of the power organization in our country.The right to vote and the right to be elected in our country are with universality and equality,and they ensure that every eligible citizen has the right to manage state and social affairs in the extent of rights.Electoral democracy is a highly active democratic way of aggregating public opinion based on the majority rule.While the deliberative democracy in our country is in the main platform of the Chinese People's Political Consultative Conference,and this democratic form is devoted to improve the quality of democracy and the better protection of citizens to participate in politics.The two forms of democracies are different in position and status,the pursuit of democracy,rational basis,effectiveness,exercise mode,degree of participation,etc.But it is these differences that make electoral democracy and deliberative democracy the two important forms of the development of Chinese democracies under the leadership of the party.Chinese deliberative democracy and electoral democracy complement and promote each other in theory,practice,and function.The electoral democracy is the basis of deliberative democracy,which promotes deliberative democracy to function better,and guarantees citizens the masters of their own rights.The deliberative democracy is a good supplement of electoral democracy,which can make up for the defects of electoral democracy,improve democratic quality,and ensure a better realization of civil rights.The combination of the two democracies are conducive to the development of political legitimacy and democratic validity,are conductive to civil society and political and cultural progress,are conducive to strengthen citizens' rational participation in politics,so that citizen's can better exercise the right to be masters of the country.Therefore,in order to strengthening the combination of deliberative democracy and electoral democracy,we need to explore their ways of combination.Strengthening party leadership,enhancing connection between the National People's Congress and the Chinese People's Political Consultant Conference,adding the ideas of political consultation to the system of the National People's Congress,improving the status of deliberative democracy,and increasing citizens' participation in politics are all effective ways of strengthening the combination of electoral democracy and deliberative democracy,and they are all practicable strategies for the development of socialist democracy in China and also ensure citizens exercise their right to be masters of the country.
