As the most widely used alternative dispute resolution (ADR), the People’s Mediation System accords with the traditional culture of "Harmony is precious" in the rural areas. With the characteristics of low cost, multiple in forms and simple procedures, the People’s Mediation System not only can resolve dispute and extirpate dispute at an early stage by troubleshooting and prevention, but also can restore and maintain good social relationships as dispute resolving. Corresponding with the multi-value orientation of society synthesis governing, which includes the values of people-oriented, harmony, democracy and effectiveness, the People’s Mediation System plays an important and distinct role in preventing and resolving social dispute, preventing contradictions from intensifying and maintaining social stability. However, during the transformation and upgrading in the rural areas, the People’s Mediation System has to face a series of challenges and problems. Due to the changes of social infrastructures, the strengthening of individual rights and right-protection awareness of peasantry, the limitation of the People’s Mediation System, and the litigation-oriented in the legal publicizing, the function of resolving dispute and the standing of the People’s Mediation System is gradually declining. For the goal to construct a socialism harmonious society, the People’s Mediation System is refocused and popularized extensively by the official for its distinct function and value. In the meanwhile, it becomes an important research subject among theorists. And those reasons improve that the existence of the People’s Mediation System has its own rationality and necessity.For the background noted above, this paper selected Town H of District G in Guangzhou as the study object. Town H is a poverty-stricken mountainous area in Guangzhou, of which is the frontier of Chinese Reform and Opening. Because the government increases input in construction and poverty reduction in recent years, Town H’s economy is developing fast. However, it also possesses developmental features of rural areas. Town H won the title of "The National Model of People’s Mediation Committee" in 2013 because it has reference significance for promoting the standardization construction of the People’s Mediation Committee and establishing the Multipartite Mediation Mechanism in light of local conditions. Basic on studies and researches of pertinent literature, the first part of this paper will expound the background and the research significance of the Multipartite Mediation Mechanism. A brief introduction of pertinent literature and the research methods will be elaborated. In the second part, there will be a brief introduction of the basic connotation of the People’s Mediation System, which includes its organization structure and its history. In the third part, it will take Town H as the study object and integrate with the new features of current social dispute in rural areas to analyze the operation situation and problems of the People’s Mediation System by deeply analyzing of some typical cases. In the fourth part, some practical problem of the People’s Mediation System will be discussed. By the end of this paper, comments and suggestions will be given base on the good experience of Town H which is aimed to resolve the practical problems of the People’s Mediation System.The paper holds that current social dispute in rural areas is complicated because of the pluralistic body, the diversification of types, the complexity of content, the intensification and destructiveness of appearance and the great changes of interest structure. And in that case, the People’s Mediation System has to keep pace with the times and carry out reforms to fulfill the need of resolving dispute in rural areas. Therefore, the author believes that the People’s Mediation System can be improve by consummating the selecting mechanism and strengthening the quality training of people’s mediators, ensuring the fund guarantee for the People’s Mediation System, carrying out standardized operation, implementing countermeasure to guarantee the validity of people’s mediation, drawing on foreign experience of alternative dispute resolution (ADR) and consummating the integrated system of the Multipartite Mediation Mechanism.
