Research On Operation System Of The Multipartite Mediation Mechanism In Zhuanghe City

With the continuous development of economy, restructuring and adjustments of social structure, and updates changing of interest demands, all kinds of contradictions and disputes after another. In the face of complex contradictions and disputes and grim situation of the stability maintenance, multipartite mediation mechanism came into being. Multipartite mediation mechanism was actively built from 2010 in Zhuanghe, which including a unified leadership by the municipal government, a led coordination by politics and law committee, all kinds of functional departments carried out their duties, the whole society to participate. This is a significant thing to resolve social conflicts and build a harmonious and stable city in Zhuanghe that multipartite mediation mechanism was further improved, their own innovation and development was in-depth explored, work normalization and institutionalization was promoted.Firstly, by consulting the relevant literature at home and abroad, the data on resolve social conflicts and disputes from 2013 to 2015 in Zhuanghe was collected, compared and analyzed. In the current main social conflicts type had been involving economic interests, law and litigation, the historical, people's livelihood and other classes, etc. On the basis of analysis on the mediation mechanism system, the workflow and the convergence, the current status and achievements were in-depth understood.Secondly, outstanding problems of mediation mechanism during the operation in Zhuanghe were find out based on empirical analysis, these problems include both common problems, but also the personality problem, such as judicial mediation, administrative mediation and people's mediation. the main reason were as following: the provision of mediation insecurity, mediation forms and methods are not in place; mediators service quality to be improved; administrative mediation positioning is not clear and so onFinally, combined with my own work experience and the problems exposed, the measures and suggestions were put forward to as following:First, perfect legislation to make sure of leading management system, the organization nature and mediation main content. Second, promote mediation resources integration by enhancing the service awareness, improving the coordination mechanism and the assessment system. Third, improve the mediation security level through increasing investment, enrich staff and improve the office space.
