Study On The Normative Documents

In recent years, normative documents play important role in the social relations adjustment. It is in the promotion of "rule of law", "administration according to law". At the same time, the characteristics of efficiency and extensiveness bring some positive effects for government administrative departments in the administration of social affairs in some immature field. However, because of its making process is simple, the lack of long-term planning, normative documents are often criticized by people. It brings a lot of problems, such as the famous "Wang Kaifeng event" and so on. The purpose of this study is to analyze not only properties of normative documents but also the legislative regulation of normative documents in our country. Then it explore effective ways to deal with the relationship between normative documents and administrative enforcement of law, and promote administration according to law.This paper is divided into four chapters to study on normative documents.The first chapter mainly make sure the definition of normative documents by describing the meaning and the characteristics of the normative documents.The second chapter analyzes the normative documents on the constitutional status of normative documents, legal effect by the subject status from high to low.The third chapter focuses on the normative documents the most important supervision system——recording and review system, and gives suggestions for improvement.The fourth chapter is this article key point, also is the author writing objective. The objective is to investigate the relationship between the normative documents and administrative enforcement. Then the author analyses the advantages and disadvantages of normative documents of administrative law enforcement, and make some ideas to improve their relationships.
