On Local Problems Of Normative Documents For The Record Review By The Local People’s Congress Standing Committee And Its Countermeasures

The examination and supervision of the normative documents is the weak link in the work of the local Standing Committee of the People’s Congress, and the related research is more confined to the theoretical level. The aim of this paper is to analyze the difficulties facing recording review in practice, and explore ways to make the rules of normative documents more rigorous, comprehensive and scientific. This paper uses literature and empirical analysis to analyze the current situation and problems of recording review. The paper first defines the scope of the normative documents, then analyzes the local Standing Committee’s problems in recording review, and presents a number of factors constraining the filing and examination of normative documents, and at last gives advice to improve regulatory filings of recording review. Firstly, scientifically define the scope of normative documents for recoding review; secondly, strengthen self-construction, work both ways and mechanisms; thirdly, for theoretical research and practical use, strengthen communication with the same level Party committees and governments to promote the orderly progress of normative documents’ recoding review.
