One month after Barak Obama entered Oval Office in 2008, US government planed to provide mortgage loan to homeowner again, which arose the modern tea party began to arrive at the political arena in 2009, with the purpose of protesting big government and its response to the economic meltdown. It is a non-organized grass-root movement, claiming three main goals in their mission statement: a constitutional, limited government, fiscal responsibility and free market. The tea party organizations are based on information sharing and daily association among the like-minded. The movement can be divided into Tea Party conservatives and Tea Party libertarians. They have similar fiscal conservative attitude and different social issue stance. The appearance of network news media promotes the formation and later development of tea party movement. The Fox News Networks is one of the most famous information publishers with party characters that attracts millions of right-wing conservatives.The paper introduces the main social policies and influences of movement. It is the first time for the tea party movement to show electing potential on November 2009. The tea party rose suddenly which attracted national attentions and combined with the campaign mechanism of Republic party, which grasp the popular discontent with Democratic Party and Obama administration. There were also good results in the following 2012 and 2014, yet the future is shaky. For the concerns of transformation from budget deficit into expense tax and fiscal debt, so fiscal conservative tea party focuses on economic development and requires to eliminate excess taxes and to implement single tax system. The tea party movement is able to influence the social contract frame on which the US taxpaying echo depends. The movement is interested with cutting and controlling federal spending and refuses to raise the debt ceiling. The influence of movement on American economy will be illustrated from the point of tax and government budget and spending. The tea parties from middle-class are concerned with their own social welfare being violated, so health care and social security are two key points of their attention. As a nascent popular constitutionalist movement, the tea party movement implements its own constitutionalism policies and focuses on restrict liberal rights. At the same time, the “tea party effects” also appears in the congress to change the balance of power. Illegal immigration is strongly protested and severe punishment should be adopted; the tea party denies global warming while they are in favor of solar energy; conservative tea parties insist that the ministry of education shall be repealed. They object the Common Core States Standards and support providing tax credit to home school, domestic employment is supported with a conservative economic stance, against improving low income and extension of unemployment compensation. As to the same-sex rights, they hold a delicate negative attitude. Meanwhile they strongly object abortion and regard it as a deprivation of personal freedom to choose.The paper finally puts an assessment of the social impact as well as a prediction on the future influence of the tea party movement. The focus of tea party movement has been spread from economic fields to social issues, which derives from an anxiety and fear of “America is on the decline”. Finally the tea party will fade away being limited by subjective and objective factors, such as political opportunities, inner structure, primary goals and the relations with the Republican Party.
