Congestion of Beijing traffic has become a social problems widely concerned. Inorder to alleviate the pressure of the traffic, Beijing motor vehicle controldepartments has established the policy of limiting vehicle, motor purchase andparking fee new standards. After the policy released, the voice from different classesin society have different echo. If the expected effect of the social policy is studiedfrom sociology social structure, angle of social class,the result can be taken by thegovernment for reference meaningfully.Nowadays, most of the scholars both at home and abroad agree with severalfactors as the basis of social class division, which is profession, income, right,prestige, education and so on. Through the objective standards assign the socialmembers to a certain group, which was regarded to have special interactiverelationship, way of life, consumption habits, etc. However I found that, in theresearch of the Beijing motor vehicle control policy by social members, thestratification standard we commonly accepted was broken by the subjective action ofsocial members, the social class appear ruptured, the areas laying between thedifferent class is very obvious. This phenomenon is the un-anticipated result beforethe policy ‘s initiation.. This paper aims to describe the hierarchical outline of socialmembers in the execution of policy frome social point of view.In this paper, the Vehicle condition violating the provisions of the limit line trafficsituation at the same period the same site has been observed and statistics in field.Through the individual interview, the paper describes the attitude of the socialmembers on policy of travel restrictions、limit the purchase、parking rate, parkingpolicies as well as implementation and analyzes the relations between the profession,household registration, income and travel restrictions、limit the purchase、parkingrate. Finally, I draw the conclusion from the influence of these aspectscomprehensively: Subjective action stratification theory of the objectivestratification is different. From the cognition and execution situation of socialmembers to the Beijing motor vehicle control policy, we can see it is one factor thatplays the decisive role in Social stratification instead of different element effectingon each other. Under the impact of such layered， tha class contradictions mayhappen to inflate the tension of social structure. Finally the paper comes up withsome Suggestions in order to promote social structure reasonable development.
