In fact, the phenomena of village cadres’ violation of law and discipline tend to spread due to fundamental historical, social, economic and politic causes. In recent years, many experts studying corruption have begun to pay attention to village cadres’ violation of law and discipline, analyze and discuss the issue from different perspectives in hope of finding approaches to preventing village cadres from violating law and discipline. Based on previous studies, Xiaoshan District of Hangzhou is selected as the research subject and an emphasis is laid on major village cadres of "two committees" with relatively prominent violation of law and discipline in combination with practical situation of areas, for the purpose of revealing current village cadres’violation of law and discipline and analyzing the underlying causes. Based on this, major practices for preventing village cadres’ violation of law and discipline, the achievements and disadvantages are discussed. Finally, countermeasures are proposed to improve the punishment and prevention mechanism for village cadres’violation of law and discipline.The research findings suggest that the punishment and prevention of village cadre’s violation of law and discipline is an arduous, comprehensive and sustainable task. Particularly, it is impossible to strengthen the spiritual civilization construction in rural areas, improve rural governance models, perfect mechanism for supervising village cadres and conduct deep reforms of rural economic systems, management models and legal systems all at once. Thus, the punishment and prevention of village cadres’ violation of law and discipline remain to be continuously promoted during rapid economic, political, cultural and social development.
