Research On Villager Cadres'violation Of Corruption And Discipline In Hunan Province In Recent Years And Countermeasures

In recent years,"petty officials,huge corruption" and "village hegemony" have been hotly searched.As a major agricultural province,the problem of village cadres' corruption,violation of discipline and violation of law is a major issue facing Hunan Province in the implementation of grass-roots autonomy in rural areas.With the acceleration of urbanization in rural areas and the vigorous implementation of various policies of strengthening agriculture and benefiting farmers and poverty alleviation by the Party and the government,various funds such as rural land levy,construction funds for agricultural,forestry and water projects,beneficiary subsidies and poverty alleviation funds converge to the countryside,which makes village-level organizations no longer "clean water yamen",and village cadres become "golden content" posts,and village cadres embezzle,embezzle and misrepresent.The problems of corruption,violation of discipline and law,such as collar,Sonaka,interception and misappropriation,and plucking goose hair,have become increasingly prominent.In recent years,many experts who study corruption and anti-corruption focus on the anti-corruption of public officials and grass-roots anti-corruption,less on the causes and Countermeasures of the problem of village cadres.On the basis of previous studies,this paper sorted out and screened the cases of corruption and discipline-related violations reported by village cadres in Hunan Province since 2013,and summarized and analyzed the characteristics of the violations of corruption and discipline by village cadres in Hunan Province reflected by these cases,such as more cases of corruption and discipline-related violations by village cadres,prominent violations of discipline in economic and style,and obvious cases of fleeing.In addition,the field of case occurrence is mostly concentrated in social affairs,poverty alleviation,village collective economy and so on.By using the theory of street bureaucracy and rent-seeking,this paper analyses the reasons for the violation of discipline and corruption of village cadres in Hunan Province in recent years,such as the expansion of power,the drive of interests,the low quality of village cadres themselves,the imperfect management system of villagers' autonomy,the imperfect mechanism,the lack of effective supervision by the people,the lack of restrictive power of superior departments and the lack of supervision by third partyorganizations.The countermeasures to deal with corruption and violation of discipline and law of village cadres in Hunan Province can be carried out from the following aspects by applying the anti-corruption strategy theory: first,to establish and improve the main responsibility system of the Party Committee against corruption,including strictly guarding the entrance of village cadres,improving the management and assessment system of village cadres and improving the operation mechanism of villagers' autonomy;second,to establish and improve the anti-corruption system without dead corners.It includes giving full play to democratic supervision,strengthening supervision by superiors and conducting discipline inspection and supervision.Third,it is necessary to establish and improve a new pattern of combating corruption,including severe punishment after the event,and establishing a long-term mechanism.It is hoped that the research on the problems of corruption,discipline and violation of law of village cadres in Hunan Province in recent years can provide reference for similar areas.
