The Study On The Restrictive Factors Of Development Of Private Welfare Institution Based On Grounded Theory

The ministry of civil affairs in the middle of the 80s began to implement "socialization of social welfare" reform exploration. The local government published various policies and laws or the management regulations to support the social power to develop social welfare institutions in the context of "social welfare socializing", which providing a broad space for the development of private welfare institutions. Although the private welfare institutions have the basis of its existence and development space, because of lack of the institutions operating funds, human resources, policy support, social participation and so on which lead to the difficulties in the practical development. This paper takes X private children autism rehabilitation school as an example to carry on the thorough understanding for the running of the school management, so as to build the theory which is the restrictive factors of private welfare institution development by using the grounded theory to deeply analyze the dates collected. Putting forward concrete suggestions countermeasures, and hoping to further promote the long-term development of the private welfare institution.This paper firstly reviews the related literature at home and abroad about the development of private welfare institutions, as the same time defines the concept about the private welfare institutions bases on normal qualitative research framework after introducing the research background and significance. This article made a brief elaboration for the choice of research method and grounded theory as the basis of further research before the main qualitative research. Secondly, this paper based on the detailed analysis of X private children autism rehabilitation school by used grounded theory through opening coding, axial coding, and selective coding to generalize the private welfare institution development restriction factors categories into the government, the institution itself and the service objects three aspects, which theoretical framework is constructed based on the deeply analyzing. This research provides a certain basis for the further development of private welfare institution, and also provides a new perspective for the theory research in the field of social security.
