Since 2005, the phenomenon of the charity was incorporated into the National Social Security System, shows that the country’s position on the development of philanthropy has undergone tremendous changes, determine the fundamental direction of the development of philanthropy.In terms of the present situation of the development of charity in Ningxia, while in the development of philanthropy in ningxia has obtained certain achievements, but because of the natural, physiological and policy reasons, the district has one million disabled population live below the poverty line, single by the financial strength is difficult to make them get rid of poverty.Therefore, to build "the Yellow River Charity Valley" communication platform, and to build "a four parks seven cities eight projects", vigorously to develop the charity industry, the combination of charity and industry in order to map the industrialization through charitable way to solve livelihood and employment of vulnerable groups problems, improve their life quality.It has become the Ningxia hui autonomous Region party committee and government rhe inevitable choice to solve the problem of the people’s livelihood.At the end of 2010, "the Yellow River Charity Valley" industry was proposed in Ningxia, it is a new kind of innovative poverty charity idea with Ningxia characteristics.In this paper,compared with the literature analysis,case analysis,empirical research methods,such as survey and interview method.Charity industrial theory as the guidance,summarizes the present situation of "the Yellow River Charity Valley" industry development, and analysis the problems and reasons in the process of implementation,as well as the charitable industrialization successful cases were reviewed and compared,get inspiration for the development of the charity industry in Ningxia,the feasibility of the proposed conforms to the situation of ningxia countermeasures and Suggestions, trying to breakthrough philanthropy in the microscopic characterristics of the deficiency of theoretical research,so as to provide certain reference for the government to make relevant policy Suggestions.
