The current rural China is in the social transition. With the benefits of agricultural policies in China continue to increase, the construction of modernization in rural areas and the living conditions of peasants have achieved good developments. At the same time, lots of problems and contradictions have been accumulated by the process of the development in rural society, and some new situations and new problems have emerged in an endless stream and have become a dilemma of the social management in those areas, which impacts on the stability and the long-term development of the rural society. Researches by academics on the elites’social management in the rural areas present new ideas for the management of rural areas. We must pay attention to the influence that rural elites posed in the rural China.Nowadays, the influence of rural elites is deniable in the rural society. As the leaders in rural society, they are the holders of public power, the possessors of resources and the protectors of interests. They have made greater influence in the rural society and have more rural social resources and a louder voice. Therefore, there are more unshirkable responsibilities they bared for promoting economic development, maintaining social orders, resolving social contradictions and maintaining villagers’ legal rights and interests in the rural China. While rural elites play an important role in the rural social management and development, the problem of responsibilities deficiency has been emerged which is an important factor of instability in the rural society. Thus, it is of great urgency to focus on the responsibilities of rural elites.Combining with the conditions of the social management in rural China in the new situation, the study intends to discuss the responsibilities of rural elites from the perspective of social management with the overview of the research findings on fields of social management, social management in rural areas, elites and rural elites including the contents of Chinese rural elites and their influence on rural China. Case study is selected in villages to explore the deficiency in the responsibilities of the rural elites in today’s rural China and accordingly suggest the realization of the rural elites’ responsibilities in the social management in rural areas in order to provide practical references for the rural elites’ activities and the social management in the rural society.
