Research On The Responsibilities Of County Government In Controlling Of Rural Environmental Pollution

In recent years, the information related "Haze", "Dust haze" and "Environment mass incidents" is often read in newspaper. We have to realize that environmental pollution is not just the thorny issue to cities, but also has extended to rural areas. The environmental pollution problem has become a major problem for national governance in the new era. As we all know, cities have been suffering pollution problems for a long time, and the related coping mechanisms adopted has gradually matured. Comparatively speaking, this problem is more special and complex in rural areas, and the controlling of it is more difficult, because we have to deal with more pollution problems such as the agricultural pollution, domestic pollution, industrial pollution and contaminant exhausted from cities. All these request the governance capabilities of governments to improve. County governments are grassroots level administrative units that have integral governance functions in all governments at various levels, they directly deal with the daily management of countries, and play a decisive role in the effectiveness of controlling rural environmental pollution. To really curb the pace of rural environmental pollution, the responsibilities of county governments and their staffs must be strengthened, and their governance capabilities of controlling environmental pollution must be improved.Firstly, this paper highlights the main feature of rural environmental pollution which is different from urban environmental pollution by starting with the particularity of rural environmental pollution, and then defines four responsibilities which county governments should assume during the process of governance, the four responsibilities list as follows: plan and guidance, organization and coordination, monitoring and safeguard, and education and promotion. The paper aimed at using this normative as a reference to highlight some current problems of responsibilities which should be took by county governments and their staffs in practical controlling of environmental pollution, these problems include absence of functions in goods supplying, lacking of environmental monitoring and law enforcement, serious in executive powers’ offside, and cynicism in the attitude of governments’ response, and so on. Then the causes of these problems were explained in the third chapter from lacking of consciousness philosophy, finite in government capability, being restricted by the existing management system and grassroots’ mismatch. Lastly, countermeasures which could strengthen the county governments’ responsibilities in controlling rural environmental pollution were proposed from fostering the concept of ecological civilization, reinforcing the governance system foundation, and constructing multi-governing model, so that a modest contribution could be made in making the grand blueprint "Beautiful China" come true.
