A Study On Government Responsibility In Rural Microfinance

As a kind of financing providing treasury services for lower income groups, rural nicro-credit acquires the effect which cannot be ignored in lifting the weak groups out of poverty. Rural micro-credit is an effectual poverty alleviation, playing the mportant role in offering peasant households credit funds and helping lower income eople in the countryside greatly. Rural micro-credit has a specific purpose which aims at helping impoverished people out of poverty. The specificity of the purpose sharpens the target of the uses of the credit funds. Because of the poverty alleviation’s ature of the rural micro-credit and the imperfection of the rural financial market, ural micro-credit can not be operated only by the market, but also needs the government’s promotion. Our government proposed explicitly to construct the ervice-oriented government, aiming at deepening the reform in the new period and neeting the needs of government function’transformation in the context of the socialist market economy. For the market plays the decisive role in the allocation of esources, the profit-driven of the financial resources makes rural poor households can not enjoy the Pratt & whitney financial rights which is advocated by the government. The market defect needs government’s regulation. The rural financial market vacuum nade by the rural financial loss hinders the development of the rural economy. In the current political situation, we should deepen the consciousness of the service-oriented government and transform government functions, create a good political environment ind market environment for the rural micro-credit’s development according to the ctual situation of rural area.To accomplish this paper,I found many relevant materials, drawed on related esearch achievements and teased out relationships around the research theme, to each the multi-angles-cognition about the theme. Then according to our country’ ctuality,this paper analyzed the responsibility that our government should undertake the rural micro-credit and gave suggestions on improving the government functions and implementating of the government responsibility.The paper mainly consists of five parts:the first part elaborates the evolution of he government’s role in micro-credit, including the basic theory of micro-credit, the volving process,the significance and the theoretical basis of the micro-credit romoted by the government; the second part analyzes the responsibility that the government should take in the rural micro-credit. The government should take the responsibility or facilitory, participation and balance consideration; the third part expounds the government’s lack of responsibility in the rural micro-credit; the forth )art analyzes the practice of Bangladeshi government and Indonesian government on )erfecting the rural micro-credit, suggests learning their successful experiences and ives some advice to our government’s promoting the rural micro-credit. The fifth )art giving suggestions on perfecting governmental responsibility in the rural nicro-credit.The rural micro-credit in our country is still on the initial stage. we should face he complex reality of the country and deal with the difficulties in the micro-credit’s levelopment process step by step. The paper gives some advices on promoting our country’s micro-credit according to China’s national situation and the understanding of the penman.I hope to do my bit to the development of the countryside.
