The Governing Path Of The Rural Community From The Perspective Of Civil Society

China has been in the efforts to solve the problems of rural issues, the appropriate resolving of the rural issues have a great impact on the development of China’s modernization. In the current context of the new rural development, rural areas was in the rapid emergence of the rural community, the ideal governance path to the rural area will benefit much to the development of rural communities. This essay analyses in the perspective of civil society, comparing the southern, central and northern regions of Jiangsu Province, then study the ideal path to govern rural communities. The concept of civil society are exotic, is one of the core concepts of Western social and political philosophy from the theory. Since its birth, the civil society concept has always been throughout the community governance theory. The develop degree of civil society in a country or a community is often been considered as a measure of the maturity of the country or community. In this essay, based on our past experience and the future vision, referring to the five kinds of governance path rural communities, are "rural politics" model, "strong government weak civil society" model, "weak government weak civil society" model, " weak government and strong civil society " model and the " strong government and civil society " mode, and then through field research and other forms of data collection, a horizontal comparison of 8 factors, including socio-economic conditions, rural democracy, rural relationships, rural social organizations, civic awareness of rural residents, dispute mediation and conflict disposal, public services and rural ecological management of rural communities has been made among southern, central and northern regions. Based on the comparison, expecting to explore a rational path to rural communities. Meanwhile, this essay also suggested improving measures to solve the rural problems, including the establishment of an effective mechanism of convergence and positive interaction with government-led rural community autonomy, reform of township institutions, foster rural society organizations, to enhance farmers’ civic awareness and improve public services in rural communities, expand channels for expressing the interests of residents and how to increase rural community management talents.
