Study On The Path Of Rural Community Governance In The Suburbs Of Metropolis

The No.1 Central Document highlights the importance of the “three rural issues”(agriculture,rural community and farmers)in the process of modernizing the state governance system and governance capacity.The proposal of the rural revitalization strategy is a major decision made by the Party Central Committee with General Secretary Xi Jinping as the core in the new era.In the vigorous urbanization process,the overall development capacity and level of rural areas are lagging behind.In order to thoroughly implement the innovative,coordinated,green and shared development concept and achieve balanced,full and high-quality development,Liutangzhuang Village in Tianjin Binhai New Area has made active exploration.This paper takes the practice of promoting rural community governance of Liutangzhuang Village as an example,trying to summarize the general and specific issues of rural community governance.After field research and in-depth interviews,this paper believes that the experience of Liutangzhuang Village can be summarized as follows: First,for the governance subject,the village strengthens the construction of grassroots party organizations,take the rooted party building as the guide,comprehensively and meticulously implement the mass line,and effectively increase the credibility of the party.Meantime attention must be paid to the advantages of traditional governance by the sages,and the leaders of the village committee dare to take the initiative to play the role of the head geese;second,for the governance object,the village strengthens the problem consciousness,and conducts system institutional and practical innovation based on local condition and guided by the concept of reform and innovation.It put forward a new model of land transfer,and enhanced the villagers' sense of acquisition and happiness;Third,for the governance system,it pays attention to the role of the village party branch,village committee,village supervision committee,trade unions,etc.,to mobilize the enthusiasm of party members and the village representatives,improve the governance system,and form a series of strict,pragmatic and efficient rules of procedure;Fourth,for the governance mechanism,it adheres to the rule of law,pays attention to the role of hard law and soft law,explore the integration of governance measures of "autonomy,rule of law,rule of virtue".Also,it improves the living environment and enhances the construction level of the community spirit with village regulations and non-governmental agreements as the concerns;fifth,for the governance effect,it basically realized the new modern rural communities of "industry thriving,ecological and livable,civilized environment,effective governance and better-off life".At the same time,the predicament of Liutangzhuang village governance lies in: First,the quasi-administrative operation of rural communities makes the burden of the grassroots level heavier;Second,the democratization quality of the villagers and the ability to participate in the administration of village affairs need to be improved,and it is difficult to achieve 100% approval in any decision.Thus,we must also strengthen the education and guidance of the villagers while serving them.Third,the problem of talents lacking is serious.We still have a long way to go in training and building a "three rural" workforce that understands agriculture,devotes to rural community and is sincere to farmers.Finally,this paper proposes the solutions for the governance dilemma of rural community in Liutangzhuang Village.First,on the basis of promoting the development of the primary and secondary industries and increasing the collective income of the village,it shall improve the scientificity and feasibility of decision-making at the village level and the reduce rural quasi-administration operating cost.Second,it shall improve farmers' living standards and educational level,cultivate farmers' legal awareness and improve their political participation level.Third,it shall develop and retain local talents,improve the high quality and attractiveness of party secretary and head of the village,and finally to create a talent team.
