Since 1990 s, China has put great efforts in developing government procurement, and the amount of money which involves public resources and interests has also been in rapidly growing year by year. The mission of government procurement department Is seeking to maximize social interests by providing diversified public products and services. In recent years, our procurement requirements have become increasing diversified and complicated. This puts forward a huge challenge to Chinese government procurement human resource management system.This paper mainly introduces and analyzes the government procurement system of human resource management in the United States, including the composition of professionals, checks and balances and institutional change, which provides reference for our country’s human resource management of government procurement. Firstly, this paper introduces the current professional composition and historical development process, in order to understand the whole running system of the U.S. government procurement human resource. Secondly, this paper analyzes the functions of contracting officer and the U.S. government procurement operation pattern in practice. Thirdly, this paper selects the United States department of agriculture to do case analysis and analyzes the implementation of human resource management in departmental level. Finally, by summarizing the characteristics of U.S. government procurement human resource management, this paper puts forward some policy suggestions for China accordingly.
