The privatization of public service has been popular for several decades in the western world, for its cutting the government cost successfully and enhancing the public service level obviously. With the further reform in public service, problems of the privatization emerged. The tide for reverse privatization of public service is rising. In Britain,7 deadly accidents occurred within 5 years after the privatization of British railway system, and the British government took over the charge again; in New Zealand, the government nationalized the privatized airline company in 2001; in America, the government absorbed 28000 airport security staff into federal system from the private contractor after the 9.11 incident. All these phenomena make us doubt "is privatization really as high efficient as its supporters claimed?", "Do we notice the equity behind the high efficiency?", "how to guarantee the public welfare in public service?", "Under economic, Political and cultural background of current Chinese society, which public service model should be adopted in reverse privatization of public service, and by what standards?" All these questions are to be discussed in this article.This article contains five parts:the introduction chapter focuses on the research significance, research method, foreign and domestic research results, research basic theories, and the important and difficult points of this research. The second chapter is a brief introduction to all the theories and concepts used in this article. The third chapter introduces the current situation of reverse privatization of public service in western world and analyzes the cause of its emergence. The forth chapter gives a case according to author’s current work content, illustrating the success experience and existing problems of the privatization, and launches a further analysis to the cause of the problems:The low development level in privatization and deficiency in public welfare and equity of Chinese public service privatization is caused by the immaturity of reform environment. This chapter also takes the lessons learned from western world’s public service privatization, and proposes the detailed measures to enhance our public service. The fifth chapter sets up a list of criteria to judge which public service is not suitable to be privatized according to current domestic situation, and explores the feasibility of adapting "State-Owned, State-Run" model in the reverse privatization of public service.The highlight of this article is that, based on the current situation of China’s economic and political development, it doesn’t follow the old way of analyzing the problems of public service and giving the corrective solutions. By integrating the experience of reverse privatization in western world and author’s working practice, this article gives a comprehensive and rational analysis on the background and reasons of the emerge of reverse privatization, and sets up the criteria to judge whether the public service is suitable for privatization. For those public service not suitable for privatization, a "State-Owned, State-Run" model is proposed to meet the public demand for equity and efficiency in the public service, embodying the public welfare, accelerating the development of China’s public service prosperously.
