In recent years, there were many public relation crises such as violent law enforcement, law enforcement for benefits and mobile stall vendors against the law violently, which had a strong repercussion throughout the media circles and received severe criticism. These incidents have not only harmed the image of urban management agency, but also made it difficult for launching the administration of urban management work. Meanwhile, these incidents also affected government’s reputation among the people. How to settle a dispute in the public relation crises between urban management agency and the city peddler appears especially important at that very moment.This essay can be divided into five parts. The first part is the part of introduction, which not only gives a detailed explanation of the background and the significance of the research, but also points out a train of thought and methods of the research of this text. The second part is the relevant brief account for the public relation crises between urban management agency and city peddlers. This part focus on the public relation between urban management agency and city peddlers and bases on the theory of public relation of government, the policy of being kind to the people and the theory of public relation management. The third part analyses the display of the public relation crises between urban management agency and city peddlers. It is also written to get to know and deal with series of problems between them. For example, problems like the conflict triggered by violent law enforcement, bad images of urban management agency, the low level of recognition of urban management agency among the people, and peddlers’ negative attitude in cooperating with urban management agency. At last, the third part gives main reasons that caused these problems. The forth part sets forth how urban management agency in Wuhan deal with the public relation between themselves and the city peddlers and gives us an analysis of it. The forth part describes a series of measures from Wuhan urban management agency and identifies some experiences and shortcomings that can be learned for reference for other cities. The fifth part talks about how to perfect countermeasures of the public relation between urban management agency and city peddlers. Through the analysis, and then we can put forward the measures to deal with the public relation crises, issue relevant policies, strengthen the self-construction of the department of law enforcement, energize the management of city peddlers and so on. The end of the conclusion combs the opinion of the whole essay.
