Study On The Construction And Optimization Of Management Platform For City Peddlers In Huizhou City

To improve the city image and city grade is necessary for a city's development.While city peddlers' behaviors,including occupying the road,polluting the environment,disturbing the market order and so on,have severely influenced city's ecology and become the shackle of city's development.The management of city peddlers is closely related to city grade,and more related to people's livelihood.So it is an urgent issue to not only protect the survival rights of city peddlers and the rights and interests of consumers but also assure the vendors to integrate into city development,complete city function and improve city grade.In recent years,as the transformation from “management-oriented” to “service-oriented”,the Huizhou government has made lots of beneficial attempts in the management of city peddlers;however,due to the unbalanced information,the lacking of management and some other problems,the issue of city peddlers management is still hard to solve at the source.This paper employs the comprehensive research method involving literature analysis,questionnaire survey,interview research method and comparative analysis.According to the status quo of peddlers management in Huizhou City,in this paper,through analysis from the perspective of platform construction,it is considered that there are many problems in the management platform construction of city peddlers in Huizhou City,such as low degree of social involvement in the organization platform,low degree of openness in the communication platform,imperfect configuration in the management platform,lack of overall planning in the platform construction,etc.This paper combines the New Public Service,the Good Governance Theory and the Polycentric Governance with the advanced experience in the management of the city peddlers domestic and overseas.Therefore,the paper proposes policy suggestions in optimizing the construction of the management of the city peddlers and making society develop harmoniously for government in the following aspects: strengthening laws and regulations,broadening communication channel,introducing multiple management main body and reinforcing the operating management.
