Contemporary society is in a huge change:"Deep reform in the economic system, profound changes in social structure, the profound adjustment of the income pattern and profound changes in the thought idea", in these changes, the society produced all kinds of disputes, which caused the breaking out of public conflict. These public conflicts constitute a threat to social stability and harmony, which needs the government and social forces to face it and solve it together.In reality, the government’s ability in governing conflicts doesn’t always make people happy. Lacking of scientific and reasonable consideration of the mechanism and controlling of the events, the government uses the traditional ideas mechanically, then leading to the endless emerging of conflict management difficulties. In recent years, the government has accumulated a lot of experience in responsing to public conflict. It has also formed some governance modes, which in this paper called governing paradigm of public conflicts. This part is very important, Which covers three important governing paradigms of public conflict, And introduce the operation mechanism of that in details from four aspects:the concept of governance, governance structure, management tools and management ability. Start from the formation background and characteristics of governing paradigm of china’s public conflict, the author introduces the social background of public conflict first. The special social background is the important reason for the public conflict, which needs to be controlled, so public conflict management paradigm formed in the course of long-term practices, of course, several unique characteristics of the paradigm also formed. Then, from the sight of ideology, model selection and methods of strategy, the author introduces the plight of the public conflict governing paradigm and the reason. Next, through long-term practices of public conflict governance, summarized several typical governance paradigm types of public conflicts, and through a detailed analysis and comparison, finally puts forward the rational choice of the public conflict governing paradigm in our country.
