At present,our country is in the special period of social transformation, system transition and benefit adjustment. The adjustment of benefit pattern and the change of social control mode combined with the acceleration of social differentiation and social mobility make social contradictions and conflicts on the increase. Among these mass disturbances, there is a kind of disturbances that are called "non-direct interest conflict ", which means the many participants involved in social conflicts have no direct interest demands from the conflict itself. In recent years, such incidents happen occasionally. Although less frequently than normal mass incidents, it exerts very bad influence. Once an outbreak has occurred, the mass incidents will rapidly evolve into large-scale social conflict. And the outbreaks of non-direct interest conflict generally associate with the relationship between cadres and relevant, often leading to behaviors of assaulting state organs and attacking government staff, resulting in casualties or traffic jams and even serious consequences such as local social unrest. Non-direct interest conflict has not only become a major risk affecting the stability of our society, but also an obstacle we must break through in the course of constructing a harmonious society.As main domestic security forces, public security organs take the fundamental duty to safeguard national security and social order; protect people’s personal safety, personal freedom and lawful property; protect collective property; and prevent, contain and punish illegal criminal activities to ensure the smooth progress of reform and opening up and building a harmonious socialist society. The public security system has a very important special role in the emergency management of "non-direct interest conflict", responsible for helping the party committees and local governments to calm things down, stabilize social order and deal with the mass incidents properly. Starting from the incidents happened in Weng’an of Guizhou Province, Shishou of Hubei Province and Wanzhou of Chongqing Province and using social conflict theory and public crisis management theory as tools, this article provides in-depth analysis on current problems and status quo of public security organs in the prevention and disposal of mass incidents of "non-direct interest conflict" and tries to find the root causes based upon the actual work practice of public security organs. Then it suggests a set of methods and means to dispose mass incidents of non-direct interest conflict scientifically, reasonably and effectively from multiple aspects including team building, intelligence forecasting, emergency settlement and subsequent recovery.
