The Research Of Village Affairs Openness Under The Background Of The Villagers’ Autonomy

Village affairs openness is a fundamental project to develop the countryside democracy at the grassroots level, providing an important channel to promote the construction of rural grassroots democracy as well. The village affairs openness system, to some extent, goes hand in hand with the realization of the villagers’ autonomy in China. The system, accompanied by the implementation and development of the villagers’ autonomy, has been in place for more than 20 years. The policy, which has evolved from villagers’ spontaneous creation, has changed into a systematic and regular policy promoted by the government and a remarkable result has been obtained. However, the imperfect features in the promotion of policy at the regional level, including the unitary form, low efficiency and the absence of a sound supervision mechanism, should not be neglected. These problems are inconsistent with the current situation and new political tasks in China, which will directly affect the enthusiasm and initiative of the villagers’ participation in village affairs and hinder the healthy development of rural economy and society.A combined analysis method-the literature analysis and case analysis method has been used in this paper. Some common problems in the process of policy implementation are summarized through further study of the concept of village affairs, the development course and several cases of village affairs. One is that too little attention has been focused on the substantial results, thus the policy becomes a mere formality sometimes. Second, the lack of a sound supervision mechanism, including the inadequate self-supervision of the Villagers, the lack of timely feedback from the government and so on, is another serious problem. For below issues, the author analyzes the deep causes of these problems from the defect of the policy mechanism, the profound influence of the traditional culture and system, the lack of effective support and guidance of the government. Finally, several ways has been put forward to improve the policy. Initially, village should strengthen the construction of the system to improve the operational mechanism, secondly, it is a necessity to cultivate and strengthen the consciousness of democracy and legality of Cadres and the masses; And then, establishing a sound supervision system also plays a vital role; Besides, sufficient support and efficient guidance from the authorities should be put in place; Finally, it is supposed to be a wise choice to keep constant system reform and innovation.
