Implementation of villagers’ self-governance is a great practice in the development of China’s rural grass-roots democracy. Democratic election, democratic decision-making, democratic management and democratic supervision, as the main contents of the villagers’ self-governance, have been deeply rooted in China’s rural areas through30years of practice. The villagers’ self-governance speeds up the construction of rural grass-roots democracy and greatly promotes the development of rural economy and society. Practice has proved that this situation conforms to the needs of rural management. It is not only a change of the management system, but also a change of concept and cultu ral. The level of villagers’ self-governance is directly related to the stability and development of China’s rural areas and the vital interests of hundreds of millions of peasants. However, disharmony exists in many areas. In some villages the village officials have the right to make decision. Minority village officials concentrate the power in their own hands. So that corruptions happen without supervision, resulting in tensions between cadres and the masses, affecting the rural normal social order.The D Village is a typical case of villagers’ self-governance. There are several reasons for the problem of the D Village’s villagers’ self-governance. First, the legal system and sup ervision system are not perfect. Second, villagers are lack of political participation. Third, family, clan and evil forces have a profound impact in the rural areas. Forth, rights and the rule of man based thinking in the village. Fifth, the overall quality of village cadres is low.The village officials autonomy easily decreases the village collective assets, seriously harms the rights and interests of farmers. It also affects the process of democratization of China’s rural areas and thwarts the political identity of the villagers, so that there are more unstable petition events. Therefore, it is urgent to find the causes and solutions of the problem of the village officials autonomy in villagers’self-governance.The paper elaborates the problem in the villagers’ self-governance of D Village and analyses of the causes and hazards. Through analysis and comparison of the Qingxian Model and Maliu Model and learning the experience, the paper summarizes a set of governance modes, D Village Model, in which the township government is the core function. D Village Model, as a representative model, will provide theoretical reference for the development of similar areas, strengthen and improve the functioning of the Commission of the villagers, so that the democratic process of the new rural construction carried out smoothly.
