An Analysis On The Exiting Mechanism Of The Chinese Communist Party Members In The New Period

The research is based on the rich materials,analyzing the theoretical basis,the achievements and the existing problems,and the optimization principles and measures of the Exiting Mechanism of the Chinese Communist Party in the new period,aiming to reveal the fresh perspective and acting point of the Chinese Communist Party’s self-construction in the new period and to promote the construction of the Chinese Communist Party to be more scientific, more standardized and more institutionalized.The first part is about the related theory.This article clarifies the scientific connotation of the Exiting Mechanism of the Communist Party of China in the new period, points out the features and advantages of the new Exiting Mechanism in the comparison of the new and the old exiting way,traces back the Party members dismissing and management theory in the Marxism and the theoretical and practical exploration of the Chinese Communist Party on the Exiting Mechanism of the Party members.The second part is about the present situation.Firstly,this paper affirms the achievements of the Exiting Mechanism of the Chinese Communist Party:the number of the Party number is under the control,the quality of the Party is improved to a certain extent. Then it points out the existing problems of the Exiting Mechanism:the imperfect system and the lack of procedures; the one-sided assessing standards and single assessing ways; the dummy dismissing measures and inadequate innovation; the weak supervision and lack of ability.The third part is about the countermeasures. According to the existing problems of the new Exiting Mechanism of the Communist Party of China, this part puts forward some basic principles and basic measures to optimize this mechanism. To achieve the optimization of the Exiting Mechanism, we should adhere to the scientific principle, the systematic principle, the authoritative principle, the operable principle,the innovative principle and the human principle, and further integrate the systematic resources to strengthen the mechanism’s interface,establish assessing criteria to identify different party members, innovate assessing methods to straighten the assessment process, innovate the dismissing methods to enhance the mechanism’s execution, and broaden the supervising channels to form the resultant force of supervision.
