Authority Construction Of The Village Officer:Personality Authority、 Development Authority And Organizational Authority

Beijing first selected college graduates as village officers in 2006. Up to now, there have been more than 20000 college graduates who became village officers working in Beijing. According to the author’s counting, by the end of 2014, there was only one college-graduate village officer who was elected as the village secretary and chief of village (community) in Beijing. Based on this, trying to probe how he was selected as the position, attempting to analysis the authority building mechanism and the difference between the authority building mechanisms and before.Combined with field research and the case study methods, semi-structured interviews, On the basis of the relevant literature, collecting relevant information, the authority was divided into three sub-authority, as personality authority, development authority and organizational authority. Personality authority is established based on personal charm which was based on helping the weak and the poor, doing things fair and audacity. Development authority is based on the development of village economy and thus bring the village to obtain political development. Organizing authority is based on contacting with the villagers’ committees, the village branch and the government. The study found that the Building mechanisms of the authority of the university student village officer is different from the affluent authority, the clan authority and Jurisprudence-charming authority.
