As a special social group in the 1990’s China, the University Student Village Officer is based on a profound background and has significantly affected the history. The village plan to university students is a national policy that provides talents resources for promoting the construction of new socialist countryside as well as releasing the employment pressure of university students. After more than two decades’nationwide implementation, this policy reserved numerous excellent talents for countryside. Along with the time development, the abuse of current policy emerged gradually. In terms of actual work, the university student village officers are lack of relative ability and did not perform well during their terms of office. Therefore, they cannot be widely accepted by the general public. Additionally, the university student village officers are suffering from relatively harder living surroundings and lower salaries, which results in the high rate of staff resignation. Moreover, after each term of office, there are lots uncertain factors during the job selection and reemployment period. The future of those village officers seems to be shaky. There are several aspects that affect the development in countryside as well as the optimization of the talent resources. Such as the weak personnel-cultivation system, conspicuous service efficiency and imperfect salary, benefit and reemployment divergence protection.In this study, the researcher illustrates the background, significance, theoretical support and relative researches of this study. Meanwhile, on the basis of current implementation effect of the village plans to university students and the "Cultivation Plan of Strategic Reserved Talents in Towns and Villages" that is implemented in Zhuhai, the researcher find out that the "Government-University Cooperation" mode contributes to the success of the cultivation plan in Zhuhai. By this way, the government, university, village and university students could be combined to form a four-level comovement mechanism. While under the four-level comovement mechanism, a system includes training before recruiting, cultivating after going on duty and diverging after terms of office could be well established. Compared with the present way for selecting and training university student village officer in China, the cultivation plan in Zhuhai is a good solution to existing problems. With the pre-work systematic training, the university student village officers could grasp the skills in advance, which could improve the work efficiency; furthermore, with the policy support from government, the university student village officers could work contentedly as well as lowering the rate of staff resignation; last but not least, such plan have a reasonable design of the divergence system that could guarantee the reemployment of these village officers after their terms of office.However, there exists several problems in the "Cultivation Plan of Strategic Reserved Talents in Towns and Villages" in Zhuhai, for example, the training system for the soon-to-be-village officer is to be improved; the tracing mechanism after the selected university students going on work is not effective and the strategies for preventing and controlling the risk in advancing the work is to be explored. In the view of these shortcomings, the researcher put forward cultivating paths, structures and strategies to the improvement of cultivating such village officer under the "Government-University Cooperation" mode before recruiting, during the term and after term in a multi-dimensional way. What the researcher proposed would be beneficial in correcting policy, maximizing public interest as well as providing a good reference to other cities.
