This paper selects the new socialist countryside pilot area of Guangdong Province Fogang ShiJiao Lishui Datian village as the unit of analysis. The author will describe the villagers’ wish and behavior in autonomy around the construction of new rural. On this basis, the author will also investigate different villagers’ autonomy forms, relying on farmers’ willingness of different levels. In the last summing and discussion, this paper will analysis the impaction of farmers’ willingness on the villagers’ autonomy, as well as revealing the power structure to excitate farmers to voluntarily participate in the villagers’ autonomy.The article considers, at different stages of development in the village of cases, different effects of villagers’autonomy are directly related to the level of farmers’ wishes. In the four stages of development in the village governance, power source in order to run villager autonomy is "exogenous(administrative villages)/endogenous(clan) exogenous(council established)-exogenous and endogenous(council transition) endogenous(council running)".Therefore, farmers exhibit different logic in psychologic--"involuntary/voluntary-semi-voluntary-voluntary-voluntary", and on the behavior level "involuntary/semi-voluntary-semi-voluntary-semi-voluntary-voluntary". On the whole, in the evolution of "passive-Interactive-active", farmers’ willingness changes as "involuntary-semi-voluntary-voluntary", then autonomy operating conditions changes correspondly--"inefficient autonomy-limited autonomy-effective autonomy".According to the related changes, the author will reveal that farmers’voluntary is the premise and endogenous to autonomy, and individual voluntary is the basis of autonomy formation, then the degree of voluntary groups is a decisive factor to the effectiveness of autonomy. This article further proposed that powers to promote farmers to participate in autonomy voluntarily include common interest, self-organization, cultural identity and external force. Common interest is the most critical that stimulates villagers’ rational democracy; self-organization and community identity play a role of protection, the former of which is a core cohesion, and the latter provides a fusion bond; then external force plays a auxiliary role and provides effective help.
