The Research Of Australian Ecological Diplomacy

With the development of economy and the deepening of globalization, the ecological environment problems have been paid more and more attention by the international community. The continued deterioration of the global ecological environment not only leads to the emergence of extreme weather, many outbreaks of disease, and influences on human production, life and health, but also brings severe challenges to the sustainable development of global economy or even threatens human survival. Therefore, the ecological environment problems are increasingly becoming one of the central issues of concern to the international community.Since the ecological environment problem is usually global, multinational, long-term and co-existent, its harm as well as the way to solve it is beyond national boundaries and no country can avoid the impacts and challenges brought by the deterioration of ecological problems. Ecological environment problems are related to the interests of every country, so it has become a consensus of international community to strengthen cooperation in solving ecological environment problems. For this purpose, the international community has carried out a series of diplomatic activities.For Australia, though its domestic ecological environment has been well protected and governed, it is still under pressure from the continued deterioration of ecological environment in the southern Pacific Ocean or even other countries and areas in the world. To maintain national interests and improve national image, since 1970s, Australia have carried out a series of ecological diplomatic activities, including foreign aid and diplomatic activities in the "United Nations Framework Convention on climate change" and related negotiations, surrounding the fields such as international environmental legislations and negotiations, environmental aid, dealing with international environmental disputes and conflicts, etc. These activities, which achieved remarkable results, have made such an indelible contribution to the global ecological environmental protection and improvement that they have promoted the implementation of its national interests and the improvement of its international image. However, restricted by the domestic political, economical, ecological, and international factors, Australia shows reservations in the concrete practice of protecting the global ecological environment or even appears repetition and retrogression, which has hindered the smooth development of its ecological diplomacy, resulting in a bad influence to a certain degree. This paper tries to explore Australia’s ecological diplomacy from three aspects which are the ecological environmental problems and challenges confronted with Australia, the practices and effects of implementing ecological diplomacy and the causes and influences. And by analyzing two cases of foreign aid and diplomatic activities in the "United Nations Framework Convention on climate change" and related negotiations, the writer hope it can be helpful to the study of Australia and its ecological environment.
