Characteristics And Main Trends Of Ideological Work In The Republic Of Belarus

Ideology is generated in the form of theoretical knowledge (theory). Until recently, in the circles of scholars there was an opinion that ideology is not a system, and even not a theory.However, neither political science, nor sociology, nor economic theory, psychology alone are not able to understand the vicissitudes of life and to develop, theoretically substantiate the strategy and tactics of the state. This is the main issue of the ideology.Ideology is the circulatory system of any state. It grows on a national basis, i.e. based on national customs and traditions. Therefore, unlike finance, it cannot be borrowed from someone.As the President of the Republic of Belarus said:"Society cannot exist without coherent set of ideas, values and norms which will unite all citizens. State without ideology, as a man without a thought, it can not live and grow, especially to withstand internal and external threats and challenges".The role of ideology in society is determined by the functions that it performs.In its structure, ideology consists of philosophical and ideological, political, economic and other parts. Therefore, in the process of developing an ideology must take into account the economic, political and spiritual worldview of its components. All of these components in its entirety should be a single system. Only in this case will serve as an ideology capable of constructive-builds function. As the most important elements that make up the content of the ideology, are the philosophical, legal, political, religious, moral, artistic looks.However, the ideology is not confined to theory. Ideology is the foundation of the spiritual life of society. Belarus is still very young state. Therefore, it is important to define our values, objectives, methods and timetables, find the national idea.In the current situation in Belarus, ideology considered in the broadest sense of the word as a theoretical program of nation-building in the near and distant future. It covers the economy, politics, social and spiritual spheres. The ideology of the Belarus does not claim "on the development of the total for all of humanity to understand and explain the world and the universal program of life, the existence of common principles of society".[1] Our ideology-the ideology of local type - is aimed at ensuring the welfare and prosperity of Belarus and its people.The ideology of the Republic of Belarus is a complex systems, since each of its components may be itself regarded as a system. The ideology of the Belarus is the study about norms of life, ideals and values of the Belarusian people, the ideological politics of state institutions, the ideological processes that characterize objects and features of the Belarusian path of social development[2].Today the problem of constructing an effective system of ideological work and ideological process is becoming increasingly urgent.The ideological process in general terms should be understood as the actual process of functioning of ideology as a special form of spiritual activity in various spheres of public life. We can distinguish two components of the ideological process - development of ideological doctrines and their practical implementation.Since ideological process covers all spheres of public life, the most important components are economic, political, ideological, spiritual, cultural, and others. All of these areas are aimed to solve some specific aspects of human life and society and are permeated with one idea.In the Belarusian political system function of policymaking, strategy of social development belongs to the President. Namely, status, powers and functions of the President determine the leading role of the President in the formulation and implementation of adequate Belarusian ideology.The President of the Republic of Belarus Lukashenko A. G. became an initiator of creation of Belarusian state ideology, which aims to strengthen the social and political consolidation of our society.The head of state has a triggering effect on the formation of the ideology of the Belarusian state and determines the structure of the ideological sphere of society. With a wide range of powers, it defines the main directions of ideology in domestic and foreign policy of the state. Decrees of the President ideological contain provisions defining the specific actions of the Government.Presidential powers are substantially cover all areas of the organization and implementation of state power and, thus, provide a direct influence on the formation of ideology.Executive power is exercised this activity through press, science, education and culture. All these and other forms of ideological work of the executive branch are aimed at coordination, the formation of non-conflict relations between the state and society, the Government and the people, political institutions and citizens.Ideological work demands constant creativity, updating forms and methods of ideological education. Managers at all levels must possess the technology to enrich skills, abilities, techniques, theoretical knowledge, and experience should arm ideological and political influence on the masses. Uniform requirements for the selection and placement of personnel in the sphere of ideological work defined by Presidential Decree of 20.02.2004 № 111 "On improving the staffing of ideological work in the Republic of Belarus"[3].Training, retraining and advanced training of ideological workers are organized on the basis of Academy of Public Administration and other public institutions of education. Deputy heads of state bodies responsible for organizing ideological work, in consultation with the main ideological department of the Presidential Administration of the Republic of Belarus determine the need for training, retraining and advanced training of ideological workers.The most important condition for the continuity of the managerial personnel is to develop effective provision of personnel and organization of systematic work with him.Ideological work should be a practical move, aimed at the creative transformation of the Belarusian society and reflect the full range of ideas and concepts that define the public consciousness.In addition to the economic dimension, the government sets priorities in education. In today’s world it is widely recognized that the education system is largely determined by social and economic progress of the society. The main task of the national education system is to create a free, spiritual, intellectual and physical development of the individuals.Forming an ideological policy in the cultural sphere, the state creates national consciousness.The problem of the formation of youth policy is particularly relevant for each state in modern conditions.Youth problem involves many facets and aspects. This is the problem of forming political opinions and attitudes of young people, i.e. it is the problem of political socialization, the problems of young families, education, leisure, health, youth, and problems of formation of skill-mix of young people, which would meet the needs of the national economy.Play an important role as non-governmental organizations and institutions, the Belarusian Republican Youth Union (hereinafter the BRYU) and other public youth organizations.The Belarusian government is implementing an ideological policy in the youth field, forming a patriotic attitude of the young generation to their country. The lack of clear ideological attitudes emanating from the state is detrimental to young people’s consciousness, helping to create asocial and unpatriotic content.
