The Research Of The United States New Health Care Reform From The Perspective Of The Policy Process Theory

Since the policy process theory rises, there are many domestic and foreign research results, both the concept, theory and analysis framework, formed its own system, we may say that the policy process research occupies an important position in the whole policy science. A variety of novel and chic, creative policy process theory constantly updated by various scholars, on the theory research agenda, no matter how complex, how various policy process theory, scholars’ research methods will lead us to think from different aspects. Representative mainly includes:Punctuated-Equilibrium theory, the Advocacy Coalition Framework, the Multiple-Streams Framework,the Constructivist framework, etc. Which the Advocacy Coalition Framework and the Multiple-Streams Framework is also this article will focus on more theoretical support for case analysis.In our research, we should not only pay attention to the theory of exploration, but we must also pay more attention to the actual case analysis. In this paper, I put the American health care system reform, such a challenging topic as the research object, through to the Obama administration’s new medical reform policy process, and then use the policy process theory framework to analyze this reform, at last find learning experience in the reform, hope it is good for China’s health care policy reform to have the certain enlightenment function. First of all, this paper mainly studies the new healthcare reform policy in the United States, which involves the analysis of the successive reform policy evaluation, and the social environment, cultural idea, the values of many aspects of in-depth analysis. Secondly this paper uses the policy process related theory to analyze the new health reform, this is the innovation of the article and which is so difficult, because there are a lot of research articles of the American health care system and medical reform, but the article from the aspect of policy process theory to analyze the health care policy reform is less, this study focuses on a similar case analysis, explore related theory, calculated the experience and the enlightenment, hope to apply to the improvement of the related areas of research in China.This paper will be divided into five part.The first part:introduction, in this chapter I illustrated the contents from three aspects. One is the policy process theory literature review at home and abroad, introducing foreign policy process theory, researching achievements and combing the policy process in our country; Secondly, by introducing the related books, documents to elaborate the research situation of domestic and foreign medical security policy; Thirdly it is to introduce the selected topic background, purpose, significance and research method.The second part:in this paper, introduce the theory of policy process used in this article. In this chapter we focuses on which is applied to the analysis of the new medical reform policy of three policy process theory, including many origin analysis and development framework, support coalition framework, system analysis and development framework.The third part:the new health care reform policy process. Firstly introduced the main content of the new policy of Obama, then by reviewing the previous health care reform policy to analyze Obama’s New Deal implementation background, then from three stages to describe the new health care reform policies,from it’s proposing to it’s legislative process. At the same time, analyzing the resistance factors of the new medical reform policy.The fourth part:the theory of policy process’s analyzing and application in the reform of United States. Using foreign policy process of existing mature theoretical framework as reference, such as more origin analysis framework, support union framework, etc. For us to explain and research the process of the American’s reform, from the angle of policy process theory to research the new medical reform policy.The fifth part:the U.S. health care policy process analysis on China’s health reform. This chapter can be divided into two parts, the first one is the analyzing to construct our country’s policy process theory, the second one is the analyzing about the present situation of China’s medical reform, drawing lessons from American successful experience of the new round of medical reform.
