Human beings has been engaged the contest struggling with infectious diseases for thousands of years,and smallpox, bubonic plague, the 1918 New York flu pandemic has carved a gloomy fear. With the exception of naturally occurring, some infectious diseases such as smallpox, cholera can also be a biological warfare agents, which can be made into biological weapons. Its purpose is "deliberate disease". Political security, military security, economic security and public security of the United States is under threat, which becomes increasingly serious, especially after the cold war,because the end of the cold war makes new of factors constantly was injected to the major issue of national security, public health emergencies triggered by infectious disease and and bioterrorism has a profound impact on the formulation of national security policy. As the only superpower after the cold war, America’s national security is influenced tremendously by such non-traditional security factors.Choose this topic, trying to use United States Government open document and related research, is to explore the development process of United States national security strategies in public health emergencies. So as to reveal enormous impact to American government; and as a result of construction between both sides, if so, national security policy affect United States Government’s Policy responses to public health emergencies to what degree and in what ways.This paper adopts the research methods such as Combination of history and theory, micro and macro perspectives and bond of spot and field to finish this dissertation.
