On January 20 th 1960,John F.Kennedy taken office as the 35 th president of the United States.He was committed to achieving the political,economic,diplomatic and cultural goals that were mentioned in his campaign.In the field of social security,Kennedy tried to advocate for reforms in the current state of the American medical care system.For many times,he has proposed the advice of reforming the medical care system to the Congress.Kennedy called on the federal government to develop the publicly-financed health care and offer the health insurance for community.Besides,providing the organized medical service institutions and perfect medical care facilities are also included in his plan,especially on the medical care of aged people who aged 65 years old or older.Kennedy advised to improve the medical security environment for them,and to lower the cost of medical security.However,there been many different kinds of obstacles,along with Kennedy's assassination on November 22 nd,1963,his elderly medical care policy has not been passed.This paper investigates the evolution of American medical care system in Kennedy Administration,which focuses on Kennedy's failure in health care reform.This paper consists of three parts,introduction,main body and conclusion.The introduction part mainly explains the research background,the problem,the relevant research states both in domestic and abroad and so on.The main body is divided into three parts:The first part introduces the background of medical reform in Kennedy administration,which explains the historical background and the reasons of Kennedy's medical reform from the origins of the American medical care system,the medical condition of the United States in the 1960 s,and the development of the medical care policy for the elderly.The second part outlines Kennedy's vision of the medical care policy,and introduces and analyzes the legislative proposal for Kennedy's medical care policy according to time sequence.The concluding part explains that Kennedy's medical care policy for the aged has been turned into reality during Johnson's administration,and it also briefly analyzes the controversy over the social trends in the medical policy of the Kennedy administration and the impact of interest group conflicts on the introduction of medical care policy.
