This requires that proposed the concept of "low-carbon urban transport" in the area oftransport, in this core purpose, to achieve maximum energy saving, integrated use of resources, whileoptimizing the industrial structure, improve transport efficiency, thereby reducing energy consumption;on the other hand actively implement energy saving measures to reduce traffic pollution and othergreenhouse gas emissions, and ultimately to establish a low-carbon, green urban transport system.At present, at the national level and local level are formulated and promulgated a series of laws,regulations and policy documents, in order to regulate the behavior of low-carbon urban transportconstruction, adjustment and obligations of the parties to the construction of low-carbon urban trafficrights, for our low carbon urban transportation development has played a positive role in guiding andprotection. However, urban transport infrastructure construction, urban transportation mode selection,low carbon transport standards, promote the use of low-carbon technologies and other elements of thestandard angle considerations, the existing legal system from the city traffic "low carbon standards,"there is still much room for development.The following aspects should improve the legal system of China’s supply of low-carbon urbantransport construction: First, in accordance with special legislation mainly related field, supplementedby legislation introduced the concept of low-carbon transport principles, develop low-carbon urbantransport laws and regulations, improve the construction of low-carbon urban transport the second is theconstruction of the transportation planning system, fuel consumption standard system, transportationsystem and a carbon tax as urban traffic management system focused on the construction of low-carbonurban transport system in the legal supply, efforts to carry out a feasibility study to further deepenreform; legal system three is the use of flexible complementary policies, such as land planning policies,non-fiscal policy, transportation demand management policies, as an important part of building alow-carbon urban transport legal supply, and guide the healthy development of low-carbon urbantransport construction; fourth is to strengthen supervision efforts to promote civic awareness, theimplementation of low-carbon urban transport and the legal system through effective enforcementmechanisms to protect.
