Economic diplomacy is becoming the center piece in the modern diplomacy; itdeserves more attention from the scholars. America has rich economic diplomacyexperiences, adding American unique influence on the whole world, the economicdiplomatic action of the U.S certainly worth studying. The Clinton administrationenforced successful economic diplomacy, in its eight years’ governing, U.S had anunprecedented long-term economy booming. After a while Clinton took the office, hebrought up “economy safe” as the core of his diplomatic discipline. Mr. Clintonsincerely believed the revival of American economy would be the substantial basis ofAmerican hegemony.In1990s, Japan became some kind threat to the American economichegemony and domestic economy recovery. The Clinton administration took extremelyintense measure to open Japanese market, keep down the development of trade deficitand confine Japanese competitive industries. The U.S government also used multi-trackdiplomacy to bind or isolate Japan, so Japan can not lead the Eastern-Asian economy.On the other hand, The United States and Japan have a lot of common interests,broad and deep cooperation in many areas such as politics、security and economy,etc.Hence the economical conflicts between America and Japan were beneath the twocountries’ interdependence and cooperation, the common interest was greater thaneconomical contraction. Meanwhile,in the post-cold war era, America need the supportfrom Japan to maintain its hegemony status in the world and control the situation ofEastern-Asian.Therefore, the American economical goal toward Japan was holding the economydominant power and maximizing American interest without damaging the alliance.Cooperation was the main theme of America-Japan relationship under the Clintonadministration. Somehow conflicts like trade friction, leadership of Eastern Asian andAsian financial crisis rescues did happen in the eight years. This article is focused onthose conflicts, intended to explore the reason, progress and effect of those conflicts. This thesis has five parts; the first is introduction, including significance of thesubject, conception definition, literature review and thoughts of the thesis.The chapter one, the U.S.-Japan relationship in the beginning of1990s, revealingthe background of Clinton’s economic diplomacy to Japan. First reviewing theU.S.—Japan relation since WWII, concentrating on the beginning of1990s, illustrating aseries of change between the two countries in the political economic and cultural fields.From different view of those two countries’, explain the situation U.S. and Japan facedboth at home and abroad.The chapter two, U.S.-Japan trade negotiation, describes the process and result ofU.S—Japan framework talk during the first term of Clinton administration in detail. Thischapter reveals the political logic behind economic diplomacy through recall theframework talk; and makes own judgment and conclusion about this negotiation.The chapter three, U.S.-Japan regional conflicts and cooperation, expanding thevision to the whole Eastern Asian region, narrates their fight for the regional economicleadership through two events: the East Asian regional integration and the rescue ofEastern Asian financial crisis. The end of those two events show us, the very existenceof American leading role make sure the cooperation of those two countries.The chapter four evaluations and reflection make comment on the Clintonadministration economic diplomacy toward Japan.
