Because of its importance to human survival and development,‘Environmental Diplomacy’, that used to be a ‘low-level politicalissue’, gradually upgraded and jumped into the public’s view. Duringthe1970s to the beginning of this century, although the environmentis increasingly integrated into the U.S. foreign policy, it suffered upsand downs on the way. By comparing the different environmentalpolicies with the Nixon administration’s,1980s’ and the Clintonadministration’s, it reflected the U.S. environmental diplomacycharacteristics of the Clinton administration. By appraising theenvironmental diplomacy of the Clinton administration, we can alsofind that the U.S. environmental diplomacy is still hard to get out ofthe traditional diplomatic predicament at last. |
