Guangdong, as frontier of China’s reform and opening policy, enjoys rapid andprosperous economic development. However, its health care reform steps and pacesstand at medium or lower place in China, which causes more intense doctor-patientrelationship than in other provinces. This is particularly obvious in basic-level hospitals.In this essay, I will find out and analyze the causes for the intense doctor-patientrelationship in basic-level hospitals in Guangdong, and further discuss its sources. Byanalyzing the methods adopted by major hospitals in developed areas in solving intensedoctor-patient relationship, and referring to experience of developed countries indealing with doctor-patient relationship, I will conclude some measures for improvingthe intense doctor-patient relationship in basic-level hospitals in Guangdong. Aiming atthe “Prevention&Measures for Medical Disputes in Guangdong Province”, which hasbeen implemented since June1,2003, I will further propose some solutions forrelieving the intense doctor-patient relationship in basic-level hospitals.The essay consists of six parts:The first part is composed of basic concepts and definitions, which include themeaning of basic-level hospital, its characteristics and significance, the concept ofdoctor-patient relationship, its characteristics and significance, brief introduction tohealthcare&medical industry in Guangdong with briefing on characteristics ofbasic-level hospitals. In this part, I will give explanations to some concepts concerningbasic-level hospitals and doctor-patient relationship and brief on current healthcare andmedical situation as well as some characteristics of basic-level hospitals in Guangdong.In the second part, I will further discuss and compare the medical situations anddoctor-patient relationship home and abroad. Due to such factors as different systems and development process, doctor-patient relationship is more harmonious in westerndeveloped countries, while that in China is a bit more intense.In the third part, I will give some facts on the intense doctor-patient relationship inbasic-level hospitals in Guangdong. In this part, the following conclusion is reachedthrough some examples: Guangdong, as frontier of China’s reform and opening, hasdeveloped economy, however, its pace and step in medical reforms stand at medium orlower place in China. Due to such asymmetry, doctor-patient relationship gets moreintense in Guangdong than in other province, especially in basic-level hospitals.The forth part is one of the most important part in this essay. In this part, I will findout causes for the intense doctor-patient relationship in basic-level hospitals inGuangdong. The following major causes for the intense doctor-patient relationship inbasic-level hospitals in Guangdong are concluded:1. Lack of governmental input inhealthcare and medical industry.2. The hospitals and doctors seeks too much foreconomic benefits to great extent.3. The patients’ lack of medical awareness and theirincreasing expectation for prevention of diseases.4. Biases towards hospitals caused bysocial opinions and professional medical dispute makers.In the fifth part, I will propose some solutions for improving the intensedoctor-patient relationship in basic-level hospitals in Guangdong. I will discuss fourways for settling disputes between hospitals and patients, which include mutualnegotiations, mediation by a third party, administrative solutions and judicialsettlements. And the following points are concluded.1. Basic-level hospitals shouldstrengthen their self-construction, improve their medical and service quality.2. Thegovernment and society shall increase healthcare and medical input.3. Advancedexperience in harmonious doctor-patient relationship in western countries shall befollowed.4. Intense doctor-patient situation shall be eased through legal channels.5.The role of medical mediation committee should be given full rein while settling theintense doctor-patient relationship.
