A Exploring Of The Pluralistic Governance Mode About The Difficult Position Of City Community Public Environmental Governance

Recently, with the process of social transformation and the urbanization, thepopulation structure and social structure has been deeply changed. As the foothold ofthe daily life of different social groups, city community has become more and moreimportant in satisfying life demands of vast residents, promoting political democracyat the basic level, maintaining social stability and promoting various socialundertakings progress in an all-round way. But it is an undeniable fact that citycommunity has been the focus of different interests conflicts and social problems.Resolving conflicts and providing good public services are the key to communitygovernance. Thus, our government put community construction and communitypublic service level at a conspicuous position. The12th five-year plan emphasizesthat “strengthen the function of urban and rural communities’ autonomy and service,develop the city community construction overall.” In the practice of innovation ofcommunity construction and management, the local government has developedvarious patterns of community governance, especially, the “Shanghai Pattern”community public environment governance, which is led by Shanghai localgovernment, has made great progress and become the mainstream of city communitygovernance. But on one side, the pattern led by government inherits the system inertiaof a single administrative management mode, which exist many malpractices; in theother side, the pattern shows inelasticity when facing these complex andcomprehensive problems such as city community public environment governance.Therefore, according to Chinese city community public environment governance,author presents the view that the government should combine the reality of China’surban community development, surpass the stage theory, Base on a high starting pointand fasten the transformation from government leading pattern to social leading andmultivariate management pattern by comparing and drawing lessons from theexperience of overseas public environment management. In the view of the frame structure and implementation carrier of social leading and multivariate managementpattern, author provides own solutions and suggestions from the aspects of boththeory and practice, which are expected to help the fundamental governmentstrengthen and innovate community governance and develop the function of citycommunity public service. The innovation of this thesis is as followed: It is focusedon city community public environment governance which is professional andcomprehensively referring to social management, community governance and citypublic environment construction, etc. In the meanwhile, the author has made theinnovative exploration and research combining theory and practice. And on the basisof meticulous analysis of the problems and the reason, author provides own point ofview of the revolution of Chinese city community public environment which has themeaning of both theoretical and practical.
