Reindustrialization Strategy is a way chosen by western developed countries for reversing the decline in industries, especially in manufacture, ajusting and updating the structure of industries, upgrading the level of industries to drive the economic development, which is also called as "New Industrial Revolution". Its common perfomance is that the government supports the promotion of domestic manufacture and the return of oversea production of internal manufacture enterprises. And its essence is leading the promtion of technology leve of industries production by science and technology innovation, occupying the markets of high-level manufactures and high profit part of industiry chain by technology advantage, achieving the target of industrial upgrading on manufacture, thereby keeping the superior in the face of the fierce market competition and the challenge of emerging market economics. At the same time, this strategy also has strong sociopolitical colour, which appeared as a acdamic conception with a close link to American problem in society and foreign-relations caused by the change of economic structure at that time. The Reindustrialization Strategies implemented by some developed economics from2008also have the meaning of dealing with the sociopolitical crisis and the change of international pattern. Therefore, it should be thought not only the economic factors but also the internal and outside sociopolitical factors in the research on the contents and feature of reindustrialization strategies initiated by relative countries. And the influence of this kind of strategies should also be analysed both on economy and on politics, in which the influence on internaltion relationship and the North-South relations, especially on the relationship between China and relative developed countries should be paid more attention to.The implementation of this kind of strategy need the support of a series of policies used by government, and the grounps of policies often show a strong comprehensiveness in relative countries, including the ruling and driving by laws, the support to special industries, industry protection and research and development (R&D) policy. Those categories of policies are distinguished by nature, target and effect. Among all the kinds of policies the R&D policy has a great importance for the main target of reindustrialization strategy as a key of the promotion of production technology and efficiency and the transformantion of industiry structure. Its nature intermediate between the protection policy which directly intervene the industries and the regulatory/assistant policy which affect the development of industry by indirect way. Hence the R&D policy has an especial role in the policy system of reindustrialization strategy.As a developed economics, EU also face the problems from the so-called industrial hollowing and de-industrialization caused by the manufacturing industry shifting in many of its main members. Under the impact of the financial tsunami in2008and the following sovereign debt crisis in some members, the main countries of EU began to initiate or accelerate the reindustrialization programme, and the comprehensive plan of the reindustrialization strategy on union level of EU was also formed gradually from2010-2012. Among the policies used in the EU’s Reindustrialization Strategy, the R&D policy has an extrordinary importance, and EU has been showing a great ethusiasm towards this kind of policy as highlighting its key position in many aspects. It probably be a long-term trend that the R&D policy will be uesed as a key point in the policy system of EU Reindustrialization Strategy because of the characteristics of EU on some aspects such as economic policy, organizational structure and international position. It is valuable to pay attention to that what chance and challenge this trend may brings to the relationship between China and EU in the process of EU’s Reindustrialization.This paper introduces the position of R&D policy in the EU’s Reindustrialization Strategy and its possible influence on China-EU relationship by four parts. The first part introduces the occurence of this issue as "the position of R&D in the EU’s Reindustrialization Strategy", the research circumstances and the value and research methods. The second part expounds the appearance, development and performance in main capitalism countries after the financial crisis from2008of the concept of reindustrializaiton, and the general expression and role of R&D policy in reindustrialization strategy. The third part makes a concrete analysis of the features of the EU’s Reindustrialization Strategy, especially the expression of the position of R&D policy, and analyses the causes of the position of R&D from three aspects as the structure of economic policise, the interaction between the union and the member countries/sub-national actors, and EU’s surrounding international environment and its international position. At last this paper makes a analysis both in positove and in negative on the possible influence of the key position of R&D policy in the EU’s Reindustrialization Strategy towards the China-EU relationship from two aspects as economic and trade ties and international politics relations.
