Research On The Problem Of The Duty Performance Of The C County People’s Congrss In Zhejiang Province

The system of People’s Congress in China has been modified several timessince its establishment in1954. For a long time, the scholars traditionallyfocused on the study of the National People’s Congress System, and there waslittle study on the County People’s Congress. With the deepening of reform andopening up, the differentiation between social class and interests intensify, thesocial structure starts to change from single level to multi levels, the mobility ofpopulation increases, the consciousness of democracy increase greatly, and all ofthese phenomena make people put forward new expectation for the roles ofCounty People’s Congress and its members. Because it requires a good design ofthe organization system to develop the roles of the County People’s Congressand the deputies, it is urgent to study and improve the current systems of theCounty People’s Congress.This article is just what around the problem of the County People’sCongress system, based on the theory of principal-agent, supervision and thepolitical participation, and systematically study the County People’s Congresssystem. It explains the influences on such systems due to the changes in society,poor channels to expression the people’s interests, and the limitations of thecurrent organization structure. Moreover, it studies a specific case of thefourteenth and fifteenth County People’s Congress in C county of ZhejiangProvince, explains the problems appearing during such a period, and proposes aseries of suggestions to improve the situation. To improve the working efficiencyof the County People’s Congress members, I think we need to strengthen theindependence of the Electoral Commission and the supervision in the electoralprocess, improve the County People’s Congress election system to ensure thejustice. Founding the “power operation mechanism of Party committee decision-making decision of the National People’s Congress-the government executive”to promote County People’s Congress supervision authority to exercise;Improving the security system for deputies to perform their duties and the systemof the activities to strengthen the relationship among NPC deputies, voters andelectoral units, to fully understand the social conditions and public opinion,speaking for the public.
