Criminal offenders labor remuneration system is an important part of the transformation of the offender remuneration affirmed their own values Prison labor is increasingly towards the prison sign of civilization. UN ((Minimum Standard Rules on the Treatment of Offenders)) to define the principles of the prison system should be equitable remuneration. China’s《Prison Law》Article72also explicitly gives the offender the right to remuneration. Beginning in2002the country have established a specific offender labor remuneration system, improve the work of criminals motivated to protect the labor rights of criminals. But the practice situation, there are still criminals legislative level low labor remuneration system, law enforcement is not standardized, lack of supervision and other issues. From the perspective of the author to improve the system, learn from the advanced experience of foreign criminals remuneration system, combined with China’s national conditions, proposed the establishment of a standardized timely, workable national criminal remuneration system. Including a clear source of funding for criminal remuneration and extraction criteria, issuing the standard uniform criminals remuneration, a clear assessment of the offender’s remuneration conditions, a reasonable allocation of labor remuneration criminals use to improve the operational capacity of the prison police and law enforcement, criminal norms remuneration issuance program. At the same time proposed to improve the internal, social supervision system, the prosecution clearly dominant position as a judicial supervision, improve the rights of criminals against judicial relief system recommendations.
