Policy diffusion refers to a policy innovation at a specific time period, through certainchannels, the government organization and spread between countries in the process. Thediffusion of policy innovation, reflected the government organization learning, imitation andcompetition between. The diffusion of policy innovation, as a historical trend, in theinternational and domestic policy practice as well as the status of policy science research isincreasingly highlighted.In the field of policy practice, policy study, follow and transfer between government is oneof the ways in which modern government and adopt policies. On the international community, toeach other by studying the case of policy innovation between countries, internationalconventions and agreements, such as endowed with participating countries policies adopted bythe way, policy diffusion case. In China, the socialist market economic system reform inspiredthe government innovation ideas, political system reform and administrative system reform topromote the right to delegate of the central to local, at the same time, also enlarged the localgovernment’s autonomy and innovation, increasing for the exchange of information between thegovernment and mutual learning, competition, imitation is widespread, all kinds of "policydiffusion phenomenon emerge in endlessly.Theory research field in the policy, the first since the1960s, western scholars began toresearch policy innovation and its diffusion problem: in1969, Walker, a professor at theuniversity of Michigan (Walker) in the journal of the American political science review,published an article on "the innovation diffusion between the states", created a governmentpolicy research of innovation diffusion. Western theoretical study of policy innovation anddiffusion is far more than the domestic research. Therefore, from the perspective of "care" inChina, based on China "policy diffusion phenomenon", the diffusion mechanism, the drivingforce, the diffusion path elements such as description, analysis and evaluation, to build "the realworld of Chinese public administration theory" of the localization process is of greatsignificance.On the premise of a large number of literature research, this study based on different causalmechanisms, summed up the three diffusion modes: China’s policy environment policy ofexternal pressure type diffusion, rational learning policy diffusion and legalization demands typediffusion. Different diffusion model on the structure features and diffusion process has differentperformance, thus produced has difference of policy diffusion effect, then constructed theanalytical framework of this study:"policy diffusion structure, policy diffusion process, diffusion results". At the same time, this article adopts the case analysis, looking for threemodels under the action of typical cases, respectively,"the super-ministries" the spread of thereform and innovation, the spread of the "one-stop" service system innovation and the spread ofthe "ecological compensation" system innovation, this paper discusses the different diffusionmodel of diffusion structure, spread, diffusion path, and the result of the diffusion.
