As a key route for the ancient trade, the “Silk Road” has played an important role that we can not underestimate. In recent years, it become the agenda to rebuild the “Silk Road Economic Belt”. For the five northwest provinces in China, it is a rare opportunity and is a big business.Among these, the tourism industry is a major feature of the regional economic development, and have a vital important in promoting the prosperous of the entire western region. The development of tourism can not be separated from the protection of law, enforcement is one of the key step. In recent years, ordinary single administrative enforcement and joint administrative enforcement can not be satisfied with us, and can not be used widely in tourism, so we need comprehensive administrative enforcement. In september 2014, the 18 th plenary session of the communist party of China put forward that we should deepen the reform of the administrative law enforcement system and carry out “comprehensive law enforcement”, reduce administrative law enforcement team,especially in toursim 、transportation and so on, in somewhere, you can enforce the law across several departments. It provide basis for the “Silk Road” comprehensive administrative enforcement. as a fresh and more dominance thing, comprehensive administrative enforcement can regulate the tourism market in a fair and efficient way, in order to promote the rapid development of tourism in the Northwest, and stimulate the economic development. The comprehensive administrative law enforcement is a complex system, contains many departments and areas, and have difficulty in carrying out, so just as the “Silk Road” an example to analyze this problem.This paper is divided into four chapters. The first chapter come straight to the point, explain the necessity of comprehensive administrative enforcement in tourism for the “Silk Road Economic Belt”, and introduce the concept of joint law enforcement 、 comprehensive administrative enforcement and the differences between them. The second chapter illuminate the background and the implementation of the comprehensive administrative enforcement in urban,and introduce the comprehensive administrative enforcement mode in agriculture and communications and transportation industry, then extended to the the comprehensive administrative enforcement in tourism, analyze the comprehensive administrative enforcement mode in Mount Tai 、 The Bamboo forest in southern Sichuan one by one in detail. The third chapter main to analyze the feasibility of comprehensive administrative enforcement in tourismfor the “Silk Road Economic Belt” which contains not only the Constitutional 、 legal and regulatory documents basis, but also the experiences of joint law enforcement in tourism 、comprehensive administrative enforcement in urban and comprehensive administrative enforcement in tourism. Based on the analysis and argumentation, the fourth chapter is to build the comprehensive administrative enforcement mode in tourism for the “Silk Road Economic Belt”.Roughly speaking: on the one hand, to set up comprehensive administrative enforcement institutions in tourism for the the five northwest provinces in order to responsible for the administrative enforcement work in their provinces; on the other hand, establish a cooperating agency for the comprehensive administrative enforcement institutions which can provide guidance to them.
